PERFORMANCE WORK STATEMENT (PWS)
ONSITE SHREDDING SERVICES
USACE WALLA WALLA DISTRICT
1.0 PURPOSE
1.1 U.S. Army Corps of Engineers (USACE), Walla Walla District, requires onsite shredding
services that will destroy records and other non-paper media to render “Protected Personal
Information (PPI)” contained data unrecognizable or beyond reconstruction (e.g., tearing,
burning, melting, chemical decomposition, burying, pulping, pulverize, shredding, or mutilation)
in accordance with the Privacy Act of 1974, as amended, and SECNAVINST 5211.5E. The
unidentifiable, shredded pulp will be rendered safe for recycling or disposal.
1.2 The types of material to be shredded or destroyed will consist of the following:
• Types of paper: white, color, fax, glossy, invoice, laser print outs, ledger, window
envelopes, and file folders that may or may not have alligator clips, staples, paperclips,
post-it notes, tape or plastic tabs attached.
• In addition to destruction of types of paper, the contractor will provide total product
destruction for non-paper media such as, but not limited to, videotape, compact discs,
three-ring binders, books, DVDs, microfiche, and magazines with inserts or common,
non-paper, type media received by a typical post office.
2.0 SCOPE OF WORK
2.1 The contractor will provide lockable containers suitable to contain PPI documents for
shredding and will maintain these containers in good working condition. Contractor will provide
the combination or key to open the containers to designated point(s) of contact (POC) in cases
where retrieval is necessary, or staging is needed, by departments as an operational requirement.
2.2 Six 64-gallon containers are required at the Walla Walla District office. The contractor
will contact the onsite POCs for the initial staging of the containers. The contractor will also
allow the onsite POCs at each location to witness the shredding of PPI documents as needed.
2.3 All recyclable pulp material and non-recyclable materials collected and removed by the
contractor will be disposed of at an authorized, licensed disposal site selected by the contractor.
Disposal will be in accordance with existing local, state, and Federal regulations. The contractor
will be responsible for all permits or fees associated with the disposal.
2.4 The contractor will pick up and shred contents of containers onsite every other week twice
per month (first and third week). The contractor is also expected to make additional interim pick
up and shredding runs when requested by the Contracting Officer Representative (COR) or a
designated, alternate Government representative.
2.5 Government will issue security badges (primary and alternate) for access into the building
for approved contractor employees.

2.6 Included in the cost of the shredding will be:
• All applicable taxes
• Removal and disposal of all shredded material
• Removal and disposal of all debris resulting from the shredding
• A monthly invoice for each month’s service visit
3.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS
• The contractor must have a valid form of Government-issued identification to obtain
access to the Walla Walla District office.
• U.S. citizenship is required.
• Five years of prior experience in providing this service is desired.
4.0 SECURITY REQUIREMENTS ANTI-TERRORIST/OPERATION (AT/OPSEC)
4.1 General security requirements and guidance: The security requirements described below
apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and
all subcontractor employees) supporting the performance requirements of this contract. The
Contractor is responsible for compliance with these security requirements. Questions regarding
security matters shall be addressed to the designated Government representative (e.g., Contracting
Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if
a COR or other RA representative is not appointed)). Contract personnel are critical to the overall
security and safety of US Army Corps of Engineers (USACE) installations, facilities and
activities, and security awareness training contributes to those efforts. The Department of Defense
(DoD) and Army security training requirements specified below, if applicable, are performance
requirements; all applicable contract personnel shall complete initial training within 30 days of
contract award or the date new contract personnel begin performance on the contract. Within five
business days from the completion of training, the Contractor shall provide written documentation
(e.g., email or memorandum) to the Government representative. The documentation shall include
the names of contract personnel trained and which training they completed; the Contractor shall
maintain training records as part of their contract files and be prepared to provide copies of
training certificates to the Government representative. Contractor personnel and vehicles are
subject to search when entering federal installations. Additionally, all contract personnel shall
comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures
(commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The
Contractor is responsible for meeting performance requirements during elevated FPCON and/or
HPCON levels in accordance with applicable RA plans and procedures—this includes identifying
mission essential and non-mission essential personnel. In addition to the changes otherwise
authorized by the changes clause of this contract, should the FPCON or HPCON levels at any
individual facility or installation change, the Government may implement security changes that
