3. REQUIREMENTS
3.1.2 Tech Rep. The Contractor must provide the services of a Qualified Technical Representative who is familiar with the Carrier equipment/system to accomplish the following on site:
Advise on manufacturer’s proprietary system information, software, and tools pertinent to the equipment/system.
Assist with proper installation and repair methods.
Ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system as applicable.
3.1.2.1 Ensure the Tech Rep has experience with the system/equipment stated above and demonstrated on their resume.
*3.1.2.2 Submit the name and résumé of the Tech Rep to the COR at the Arrival Conference.
3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, (Vessel component, space, and equipment protection). CG Yard must ensure safe working conditions for contractor IE Deck Plates installed or temporary decking. Contact POC for discrepancies.
3.1.4 Interferences. The CG Yard Contractor must handle all interferences in accordance with SFLC Std Spec 0000, (Interferences).
3.1.5 Personnel qualification. The Contractor must ensure that all personnel servicing Air Conditioning and Refrigeration (AC&R) equipment that uses CFC or HCFC refrigerant hold a current Environmental Protection Agency (EPA) Technician Certification, Type IV (Universal Certification), and meet all State and local regulations and licensing requirements.
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.3 Reefer System Survey & Inspect. On July 6th through July 17th the Awarded Contractor must visually inspect both reefer units to include all major components (Condensing Units, Compressors, Receiver [Circuit 1 and 2], Accumulator, High- and Low-Pressure Switches, Oil Safety Switches, Compressor contactors and Circuit Breakers, Cooling Fan Motors, Solenoid Valves, Condenser Water Flow Switches, PLC Equipment. Submit a BID.
3.4 Reefer System Servicing. The Contractor must service both reefer units in accordance with Coast
Guard Drawing 905 WMEC 516-022 and Tech Pub 4911. Servicing of both reefer units must include, but may not be limited to, changing the unit filters and oil.
3.5 Reefer System Groom. The Awarded Contractor must thoroughly groom both AC units using TP 4911 as needed.
3.7 Touch-up preservation. The Contractor must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, (Touch-ups and minor coating repairs.) Non-Applicable

3.8 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate the reefer system to be satisfactory operating condition. Submit a CFR.
Period of Performance: June 8th 2026 through May 21st 2027
FAR 52.237-1 Site Visit: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
