Department of Defense Defense Health Agency Draft Performance Work Statement Dry cleaning and Laundry Services 1.0 GENERAL INFORMATION 1.1 This is a firm-fixed price (FFP) Indefinite-Delivery-Indefinite-Quantity (IDIQ) type contract to provide dry cleaning and laundry services to include all pickup and delivery to the following locations: a. US Naval Hospital Rota, Spain b. US Army Veterinary Clinic Rota, Spain c. NMRTC/US Naval Hospital Sigonella, Italy d. US Naval Hospital and Dental Clinic, US Naval Support Activity, Support Site, Gricignano d’ Aversa, Caserta, Italy e. US Naval Branch Health Clinic, Capodichino, Naples 1.1.1 Description of services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform dry cleaning and laundry services as defined in this Performance Work Statement (PWS). Services include 1.1.2 Background: The current laundry service contract (N68171-24-P-6012) is set to expire on 31 July 2026. The current contractor has expressed the need to discontinue providing services to U.S. Naval Hospital Rota, due to an increase in their workload. The purpose of this contract is to provide continued service on or before 1Aug2026. 1.1.3 Scope: The contractor shall perform laundering, ironing, wet washing and drying services as necessary in accordance with following specifications. Articles to be laundered will be treated by a process which includes: exposure to hot wash at 160 degrees Fahrenheit containing alkaline or detergents and chemical disinfecting agents, all detergents shall be hypoallergenic; and physical cleaning terminated with a series of rinses. Services include pickup of dirty linen and delivery of clean linen. 1.1.4 Period of Performance (PoP): The requested PoP is 01 August 2026 through 31 July 2031 with six-month extension from 01 August 2031 through 31 January 2032 IAW FAR 52.217-8. Administrative specifications 1.2.1 Place of performance: The work shall be performed at the following locations: a. Operations Department Laundry rooms (e.g., E091, E086, E301), Hospital Rota Spain, Base Naval de Rota, Rota (Cadiz), Spain b. US Naval Hospital Naples, Gricignano D’ Aversa, Caserta c. US Naval Branch Health Clinic, Capodichino, Naples d. NMRTC/US Naval Hospital Sigonella, Italy 1.2.2 Recognized Federal Holidays will include United States, Italian and Spain 1.2.3 Hours of operation: The contractor is responsible for conducting business Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Deliveries and pickups will be mutually agreed between the customer and contractor. Contractor Identification 1.3.1 Contractor personnel performing services in a contractor capacity in a Government facility are required to possess and wear an identification badge that displays his or her name and the name of their company. Ensure all those with whom the person interacts in any face-to-face dealings while supporting the Government understands that the person is contractor support personnel. 1.3.2 Base Naval de Rota in Rota, Spain is designated as an operational restricted area. In accordance with the provisions of COMNAVACTSPAININST 5512.3D, contractors must be escorted by Government personnel for the entire duration of a visit to such a facility. It is operationally unfeasible and inefficient for the Government to provide 100% escort in all instances. As a result, be advised that delivery truck drivers intending to enter this facility with purpose of delivering material/equipment contracted for in this purchase order/contract MUST OBTAIN a BASE PASS in ADVANCE through NAVSTA ROTA and the Spanish Security Departments. If unable to obtain a base pass in advance, contractors must ARRANGE FOR AN ESCORT IN ADVANCE whenever possible by contacting the point of contact below: TBD 2.0 SPECIFIC TASKS 2.1 General Requirements: The contractor shall perform laundering, ironing, drying and wet washing services as necessary in accordance with following specifications. 2.1.1 Articles to be laundered will be treated by a process which includes: exposure to hot wash at 160 degrees Fahrenheit containing alkaline or detergents and chemical disinfecting agents, all detergents shall be hypoallergenic; and physical cleaning terminated with a series of rinses. 2.1.2 In the event that the fabric prohibits the use of hot water, a suitable germicidal treatment will be provided. This germicidal agent may be added during the pre-soak period, during the washing process or in the final rinse. 2.1.3 Laundered articles will be rendered sufficiently free from animal, chemical and bacterial substances or other materials that may be harmful to persons handling or wearing such articles. 2.1.4 The Contractor shall wash, iron and fold all sheets, pillowcases and all flat garments. All other linen shall be washed, fluff-dried and folded. The Contractor shall provide laundry bags or carts to transport all laundry to and from the pickup/delivery point. The Contractor shall return all clean articles in fluid-resistant bundles/bags and shall insure that all articles are completely dry and free of foreign bodies, and launderings, feathers, laundering agents. All linen shall be laundered to ensure the elimination of all organisms. No soapy or other objectionable odors shall be left in the clean linen article after laundering. 2.1.5 The Contractor shall pre-treat spots and stains, if necessar
