PERFORMANCE WORK STATEMENT (PWS) FOR REPAIR LRS Outdoor Storage B5018 VDYD262009 SCOTT AIR FORCE BASE, ILLINOIS 18 June 2026 1. REQUIREMENT: a. BACKGROUND: The LRS Outdoor Storage area, Building 5018, has an existing system of expandible/collapsible curtains that close off the covered storage area. These woven plastic curtains are deteriorated, torn, and at the end of their useful lives. The curtain system works with users pulling the curtains to the sides of openings when needed and then pulling them back to their closed positions. This measure was established to prevent birds and other elements from entering and nesting in the storage areas. It has proven inefficient and cumbersome and has reached the end of its useful life. The LRS Building 5016, has three large bay overhead doors that have bird prevention curtains in front of them as well. b. OBJECTIVES: The objective of this project is to replace the exterior curtains with a system that closes off the outdoor storage space from birds and other elements and functions efficiently with its day-to-day operations. The existing stored material in the Outdoor Storage Building 5018 is to be cleaned, sanitized, and temporarily relocated during this project. Following the installation of the bird prevention materials, the former stored material will be returned. c. PROJECT LOCATION: All work will be at the 126th Air Refueling Wing, Scott AFB, Illinois. 2. PROJECT ADMINISTRATION: SITE VISIT: Contractor is responsible for verifying all measurements and conditions pre- bid. The Government intends to only hold one official site visit. Requests for additional site access must go through the 126th Contracting Squadron (126 CONS) point of contact (POC) listed in the Request for Proposal (RFP) letter. Any additional site access will be made available to all Contractors solicited for this project. a. MEETINGS i. Kick-Off Meeting/Project Schedule – Kick-off meeting to occur within one week of NTP. Overall project schedule with milestone markers and 2-week look-ahead to be completed at kick-off meeting. -- 1 of 10 -- ii. Contractor shall coordinate with the 126th Contracting Squadron (126 CONS) on bi- weekly meetings once the construction phase begins. This meeting shall include the review of an updated 2-week look ahead schedule. Contractor shall provide meeting minutes within 24 hours of each meeting and allow the Government up to 24 hours to accept or request changes to the minutes. 3. PROJECT SCOPE: a. The contractor shall address the known issues identified in this scope. To the maximum extent possible, contractors should identify defects or discrepancies not noted below by submitting a Request for Information (RFI) prior to bid submission. b. BASE BID (CLIN 001): B5018 LRS Outdoor Storage Building c. Task 1: Material Relocation, Demolition, Debris Disposal, and Surface Preparation i. 1.1 Material Relocation: Prior to initiating any demolition or construction work, the 126 LRS shall temporarily relocate all stored materials, storage containers, palletized materials, and equipment from within Building 5018. ii. 1.2 Demolition & Removal: Safely demolish, remove, and properly dispose of all six (6) bay widths of existing deteriorated woven plastic expandable/collapsible curtains, vertical track guides, wall brackets, anchors, and associated mounting hardware. Remove the bird netting and associated hardware on the back face of the walls opposite the curtained sides. On the three overhead doors of the LRS Building 5016, remove the three bird prevention curtains and associated hardware. iii. 1.3 FOD and Waste Management: Because this facility is located at the 126th Air Refueling Wing, all demolished materials must be bagged and consolidated immediately to prevent wind-blown debris on the active airfield. Track and report all solid waste and recycling metrics, providing certified weight tickets to 126 CES upon project completion. iv. 1.4 Surface Restoration: Inspect the structural integrity of the existing fascia, soffits, and metal siding after hardware removal. Patch, caulk, and seal all remaining penetrations and screw holes using heavy-duty, commercial-grade, weather-resistant, non-sag polyurethane sealant conforming to ASTM C920. Repair, prime, and paint fascia, exterior siding to match the existing exterior finish in strict accordance with the Scott Air Force Base Architectural Compatibility Guidelines. d. Task 2: Industrial Roll-Up Curtain System Installation i. 2.1 Material Specifications: Propose and install an exterior-grade, heavy-duty industrial roll-up curtain system across the six (6) designated bays. Curtain fabric must consist of high-strength, UV-stabilized, vinyl-coated polyester mesh (minimum fabric weight of 17 oz/sq. yd.) with a weave density designed to block birds and vectors while allowing a minimum of 30% airflow to minimize wind sail- effect. Mesh fabric must be certified fire-retardant conforming to NFPA 701 (Method 2). ii. 2.2 Wind Load & Structural Reinforcement: The roll-up system must be -- 2 of 10 -- engineered to withstand local wind loads (minimum wind load rating of 90 MPH in accordance with UFC 3-301-01 / local building codes). Curtains must include horizontal wind-stiffening bars (heavy-duty fiberglass or galvanized steel) inserted into heat-sealed pockets at uniform vertical intervals to prevent blowouts and excessive billowing. Contractor to submit alternative methods that meet these requirements for approval. iii. 2.3 Guides, Tracks, and Seals: Install vertical side-guide channels (extruded aluminum or heavy-gauge galvanized steel) complete with dual-brush weather- stripping to seal the vertical edges. The bottom pocket of the curtain must feature a heavy-duty, flexible loop seal containing a weighted pipe or foam block to conform to uneven concrete surfaces, establishing a positive barrier against birds and rodents. iv. 2.4 Operation Mechanisms: Curtains shall be operated via a heavy-duty manual chain-hoist sy…
