Performance Work Statement (PWS)
Installation of Rectangular Rapid Flash Beacon (RRFB) Crosswalk System
United States Coast Guard (USCG) Aviation Logistics Center (ALC), Elizabeth City, NC
1.0 Purpose
The purpose of this Performance Work Statement (PWS) is to define the requirements for the
removal of the existing RRFB crosswalk system and the installation of a new, Government-
furnished Electrotechnics Corporation (ELTEC) Solar 2-sided RRFB FS-5 DC Flasher system on SR-
1131 (Consolidated Road), Pasquotank County, Elizabeth City, North Carolina, in accordance with
North Carolina Department of Transportation (NCDOT) requirements.
2.0 Background
The USCG ALC currently utilizes an RRFB system on SR-1131, a two-lane, 24-foot-wide paved
roadway with a posted speed limit of 35 MPH. The crosswalk is heavily used by pedestrians
accessing the USCG Heavy Maintenance Facility (HMF) from the parking lot across the road. The
existing RRFB system is approximately 15 years old and requires replacement. The USCG ALC has
procured a new ELTEC Solar 2-sided RRFB FS-5 DC Flasher system for installation.
3.0 Scope of Work
The Contractor shall provide all labor, materials (except the Government-furnished RRFB system),
tools, equipment, and supervision necessary to remove the existing RRFB system and install the
new system in accordance with NCDOT requirements, the Manual on Uniform Traffic Control
Devices (MUTCD), and applicable UL standards.
3.1 Removal and Disposal
• Remove and properly dispose of the existing RRFB system, including:
o Two (2) RRFB units (one on each side of the road)
o Pedestals, poles, flashing lightbar beacons, pushbutton activation devices, signage,
solar panel arrays, and control cabinets
o Control cabinet components: mounting rack, solar controller, battery, timing clock,
transmitter/receiver with antenna assemblies, manual flasher switch, terminal
blocks, relays, wire harnesses, and control boards
o Existing precast foundations (4’ deep) to allow for upgraded pedestal anchors per
NCDOT requirements

• Provide and install backfill, and pack as necessary, to fill and level where existing precast
foundations were located.
• Salvage and retain for reuse any newly installed signage and pushbuttons, as directed by
the Government.
3.2 Installation
• Install two (2) Government-furnished, pedestrian-activated RRFB crosswalk traffic control
lighting systems (one on each side of the roadway), including all associated components:

• Provide and install NCDOT-approved F&I Type II Screw-In Foundation per NCDOT
requirements.

• Install all wiring and connections necessary for full system functionality.
• Ensure all pushbutton stations are installed at ADA-compliant heights.
3.3 Permitting and Coordination
• Coordinate with the USCG ALC and NCDOT to obtain all necessary permits prior to
commencement of work.
• Ensure all work is performed in accordance with the updated NCDOT Permit for this
project, coordinated through the local NCDOT division/district office/engineer.
• Only NCDOT-approved contractors may perform work on North Carolina roadways.
3.4 Traffic and Pedestrian Control
• Provide and maintain local traffic control during all phases of work, including appropriate
work signage and cones.
• Ensure an active pedestrian crosswalk path is maintained at all times during construction.
3.5 Testing and Commissioning
• Test, activate, and verify full operability of both RRFB systems upon installation.
• Set and program all timing and operational parameters in accordance with NCDOT
requirements.
• Ensure satisfactory operation of all electrical apparatus and system components.
3.6 Site Restoration
• Upon completion of construction and installation, clean the area within the influence of
construction of all materials and debris accumulated during the work.
4.0 Applicable Standards and References

5.0 Contractor Qualifications
• All laborers must be qualified and well-trained in RRFB system installation, including
familiarity with applicable sections of the NEC.

• Installer must be NCDOT-approved to perform work on North Carolina roadways.
6.0 Deliverables
• Removal and disposal documentation for existing system
• Proof of permit acquisition and NCDOT approval
• As-built documentation for installed system
• Testing and commissioning report verifying full operability
• Site restoration confirmation
