1 Statement of Work New Instructor Chairs for DLIELC Classrooms DEFENSE LANGUAGE INSTITUTE, JBSA LACKLAND 20 February 2026 1.0 General Information 332 TRS requires 150 durable, ergonomic office task chairs for instructor use in language training classrooms on the 1 st and 2 nd floors of DLIELC. 1.1 Scope The vendor shall provide all necessary equipment, materials, labor, and supervision to deliver one hundred and fifty (150) new, fully assembled office chairs that meet the salient characteristics outlined in this Statement of Work. 1.2 Period of Performance The vendor shall complete the delivery of all chairs within 90 days after contract award. 2.0 Vendor Requirements The vendor shall provide 150 office chairs meeting the following minimum specifications. 2.1 Salient Characteristics • Armrests: Height- and width-adjustable armrests • Back material: Mesh backrest for breathability • Back height: Minimum height of 23 inches • Seat: Padded seat with high-density foam, covered with polyester upholstery • Height: Pneumatic (gas powered) seat-height adjustment • Adjustable Seat Depth: An adjustable seat depth mechanism (e.g., sliding seat pan) that can extend to a minimum high-end depth of 20 inches • Tilt/back: Adjustable back with tilt/recline function and back-lock capability • Base and casters: Five-leg swivel base with dual-wheel carpet casters • Weight Capacity: Minimum of 300 lbs. • Color/finish: All visible components (frame, base, arms, mesh, seat fabric) should be black (for standardization purposes) 2.2 Delivery • Location: Vendor shall deliver chairs to DLIELC, 2235 Andrews Ave, JBSA Lackland, TX 78236. 502 CONS/PKBA JBSA Lackland, TX FA301626R0037 Instructor Chairs Page 1 of 2 -- 1 of 2 -- 2 • Delivery Hours: Delivery shall occur between 0800 and 1600 Central Standard Time, Monday through Friday, excluding Federal holidays. The vendor must coordinate the delivery date and time with the POC at least 72 hours in advance. • Inside Delivery: The vendor is responsible for inside delivery, meaning the chairs must be delivered directly to the designated rooms within the building, not just to a loading dock. • Assembly: All 150 chairs shall be delivered assembled and ready for immediate use. • Debris Removal: The vendor shall be responsible for removing and properly disposing of all packaging materials, including boxes, plastic wrap, and pallets, from the government site upon completion of delivery. 2.3 Warranty Vendor shall provide a warranty consistent with industry standards of duration for all parts and labor relating to the quote and this SOW. 3.0 Security Requirements • Base Access: Vendor personnel requiring access to JBSA Lackland must coordinate with the POC (or designated representative) to comply with all current base access and security procedures. This may include providing personal information for background checks to obtain a base pass. • Force Protection Condition (FPCON): The vendor must comply with all security measures associated with the current FPCON level of the installation. 4.0 Government Acceptance Final inspection and acceptance of the chairs will be performed by the POC (or designated representative) at the delivery location. Acceptance will be based on a full count of items and a quality check to ensure all chairs meet the requirements of this SOW and are free from defects. 5.0 Damage The vendor shall take precautions to prevent damage to government property.
