1 | P a g e Statement of Work (SOW) Fence Reconfiguration for Expansion of SPEAR Main Issue Facility and Removal of Yellow Safey Poles and Security of SPEAR Clothing and Individual Equipment (SCIE) Location: Old 3rd Group SSA, Fort Bragg, NC 1. General: This is a non-personal services contract under which the contractor shall provide all management, supervision, and labor necessary to perform the tasks outlined in this Statement of Work (SOW). The personnel rendering these services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision or control of Government employees. The contractor shall be responsible for supervising its own employees and ensuring all work meets the technical standards specified herein. 1.1 Description of Services/Introduction The contractor shall reconfigure the existing internal security fence line and remove designated yellow safety poles within Building H-2639 (formerly the 3rd Group SSA) at Fort Bragg, NC. This project will expand the operational square footage of the SPEAR Main Issue Facility while maintaining physical security controls for SPEAR Clothing and Individual Equipment (SCIE). 2. Background The current internal layout of Building H-2639 (formerly the 3rd Group SSA) at Fort Bragg, NC, restricts the functional workspace available for the SPEAR Main Issue Facility. Because SPEAR Clothing and Individual Equipment (SCIE) consists of highly pilferable, high-value assets, the facility requires strict physical security, segregation, and controlled access. Reconfiguring the internal fencing directly addresses these spatial and security constraints by supporting the following core operational objectives: • Expansion of the primary SPEAR issue area • Improved workflow for receiving, issuing, and storing SCIE • Compliance with physical security standards • Reduction in pilferage risk and unauthorized access • Support SPEAR program operational efficiency and accountability requirements 3. Scope of Work The contractor shall provide all management, supervision, labor, tools, equipment, and materials necessary to reconfigure the existing internal security fence system and remove designated yellow safety poles within Building H-2639 (formerly the 3rd Group SSA) at Fort Bragg, NC. The contractor shall maximize the reuse of existing government-owned fencing components to expand the operational footprint of the SPEAR Main Issue Facility while maintaining physical security controls for SPEAR Clothing and Individual Equipment (SCIE). 3.1 Detailed Tasks -- 1 of 6 -- 2 | P a g e Task Number & Title Work Requirements Expected End-State / Deliverable Task 1: Site Verification & Layout Plan • Conduct an on-site physical inspection to verify building dimensions, existing fence lines, and egress routes.• Draft a basic layout drawing showing the proposed routing, door/gate placements, and dimensions. Draft Layout Plan (submitted to the COR for approval prior to commencing work). Task 2: Yellow Safety Pole Removal • Demolish and safely remove the designated yellow safety poles from the facility floor.• Repair, patch, and grind flush any anchor holes or floor damage resulting from the pole removal. Clean, hazard-free floor space ready for the expanded layout. Task 3: Fence Disassembly & Prep • Carefully disassemble and inventory the existing fence panels, gates, and hardware slated for reconfiguration.• Prep the concrete floor, walls, and ceiling structures to receive the reconfigured fence line. Disassembled assets organized; installation paths prepped. Task 4: Fence Reconfiguration & Reinstallation • Reinstall and secure the fencing panels to create a continuous, floor-to- ceiling anti-pilferage enclosure.• Anchor all posts and frames securely to the floor and structural ceiling components.• Reinstall and adjust gates (swing or sliding) to ensure smooth, durable operation and secure latching. Fully enclosed, structural-grade security perimeter around the SCIE storage area. Task 5: Cleanup & Final Inspection • Remove all project debris, tools, and excess materials from the facility daily.• Conduct a joint physical walkthrough with the COR to verify the security and alignment of the fence system. Clean, operational facility; Joint Walkthrough Inspection completed. 4. Deliverables The contractor shall submit all deliverables to the designated Contracting Officer's Representative (COR) or Government Lead at Fort Bragg, NC, in accordance with the schedule below. Deliverable Number & Title Format / Medium Due Date / Timeline 01: Proposed Layout Sketch Electronic (PDF) Within five (5) business days after Notice to Proceed (NTP); must be approved by the COR prior to installation. 02: Completed Fence Reconfiguration Physical Installation Conformance with the approved layout plan within the designated Period of Performance. 03: Final Handover Documentation Electronic (PDF) or Physical Within ten (10) business days of project completion. Includes final layout dimensions, component inventory, and any manufacturer warranty details. 04: Final Acceptance Sign-off Signed Document Completed jointly during the final government walkthrough inspection. 5. Performance Requirements The contractor shall ensure that all reconfigured fence installations, hardware, and safety pole removals conform to the following specific structural and quality standards at Fort Bragg, NC: -- 2 of 6 -- 3 | P a g e Area of Performance Required Technical Standard / Specification Structural Integrity • The reconfigured fence system must be floor-to-ceiling, anchored securely to the concrete floor and structural ceiling elements.• All framing and mesh must be tight, aligned, and free of gaps that would compromise security. Access Control • All gates (sliding or swing) must support controlled entry and be equipped with heavy-duty, tamper-resistant latching mechanisms capable of accepting government-furnished locks.
