Area Maps 13 -- 2 of 13 -- 3 1. DESCRIPTION OF SERVICES. Non-personal service. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that snow/ice removal and grass cutting services are performed in the areas shown in Appendix B, Area Maps, details of building number and user and square meters are established in Appendix A, Estimated Workload Data on Misawa Air Base, Japan in a manner that will ensure a safe environment, promote the growth of healthy grass and present a clean, neat, and professional appearance. The contractor shall accomplish all tasks based on the Performance-based Work Statement (PWS) and the Services Summary (SS), and not the frequency or method of performance. It is at the contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The contractor shall comply with all applicable federal, regional, and local laws, regulations, instructions, and commercial standards. 1.1. SNOW/ICE REMOVAL SERVICE. 1.1.1. Snow Removal. The contractor shall remove snow from all paved areas, sidewalks, steps, stairs, landings, entrance ramps, entrances, balconies, porches, parking lots, handicap ramps, around bollards, and all other areas shown in Appendix B. 1.1.1.1. The contractor shall remove snow that has been piled by heavy equipment or has fallen from the roofs of buildings in their areas of responsibility shown in Appendix B. 1.1.1.2. The contractor shall remove snow from around all doors and gates completely or partially within their areas of responsibility as shown in Appendix B to ensure doors and gates can fully be opened and closed without any impediments. 1.1.1.3. The contractor shall ensure that snow piled from snow removal operations do not create unsafe conditions for base personnel or cause damage to government and base personnel property. Examples include, but are not limited to, snow piles that cover or obstruct traffic, roads, sidewalks, bus stops, fire hydrants, and stand pipes. 1.1.1.4. When snowfall is heavy or accumulations become excessive, the contractor shall place excess snow in approved snow dumping location on Misawa Air Base area as directed by the Contracting Officer (CO) or Contracting Officer’s Representative (COR). The contractor shall remove at least a snow pile on a weekly basis and only at specified buildings identified in Appendix A, Estimated Workload Data. 1.1.1.5. When contractor's removal operations result in snow pile accumulation that is unsafe for residents or obstructs vehicular traffic, reaching a height of 2 meters or 24 cubic meters, the contractor shall remove the excess snow piles from the areas identified in Appendix A to an approved snow dumping location on Misawa Air Base. 1.1.2. Ice Removal. The contractor shall remove ice from sidewalks, steps, stairs, landings, entrance ramps, entrances, balconies, porches, parking lots, handicap ramps, around bollards, and all other areas as shown in Appendix B to ensure secure footing, safe driving conditions, and safe access for emergency vehicles. -- 3 of 13 -- 4 1.1.2.1. Ice removal shall be performed as needed regardless of the building/area priority. 1.1.2.2. The contractor shall not use de-icing material within five (5) feet of the bollards in order to prevent chemical deterioration or damage of the bollards. If accidental application occurs to the bollards, then the contractor shall remove all chemical residues at no additional cost to the Government. 1.1.3. Initial Completion Timeframes of Snow and Ice Removal. The contractor shall complete the initial snow/ice removal for the designated area groups within the timeframes specified below. If snowfall continues after the initial removal is complete, the contractor shall then proceed with services as required in para. Response and Measures for Continuous Snowfall Removal. Continuing snowfall after contractor’s initial snow and ice removal to routine snow/ice removal areas shall be removed whenever accumulation exceeds the threshold. Following the initial snow removal, the contractor shall remove any new snow accumulation from routine removal areas under the following group as shown para.1.1.3: Group Snow Accumulation Threshold A&B When accumulation exceeds one (1) inch, or within one (1) hour after snowfall stops, whichever comes first.
