Special Operations Forces Enterprise Professional Services (SEPS) Performance Work Statement (PWS) 28 APRIL 2026 BackgroundThe requirements specified in this PWS support the U.S. Special Operations Command (USSOCOM), which oversees the training, doctrine, and equipping of all U.S. Special Operations Forces (SOF) units. USSOCOM, headquartered at MacDill Air Force Base, Tampa, FL, was established as a unified command in 1987 by Congress to address concerns regarding the status of SOF within overall U.S. defense planning. USSOCOM is comprised of a headquarters, four Components, and a sub-unified command, the Joint Special Operations Command (JSOC). The USSOCOM Components are the U.S. Army Special Operations Command (USASOC), Naval Special Warfare Command (NAVSPECWARCOM), Air Force Special Operations Command (AFSOC), and Marine Corps Special Operations Command (MARSOC). USSOCOM vests additional command and control responsibilities in Theater Special Operations Commands (TSOCs), which are special operational headquarters elements designed to support operations logistics, planning, and operational control requirements. USSOCOM has the primary responsibility to organize, train, and equip TSOCs. The TSOCs include Special Operations Command South (SOCSOUTH) in Florida, Special Operations Command Africa (SOCAFRICA) and Special Operations Command Europe (SOCEUR) in Germany, Special Operations Command Central (SOCCENT) in Florida, Special Operations Command Pacific (SOCPAC) in Hawaii, Special Operations Command Korea (SOCKOR) in Korea, and Special Operations Command Northern Command (SOCNORTH) in Colorado. The acronym USSOCOM, as used in this PWS, applies to all USSOCOM Headquarters organizations, Components, JSOC, and TSOCs, as well as any future entity which USSOCOM may establish to support the Command’s mission. Services Imperatives. USSOCOM SOF AT&L’s Program Executive Office for Services (PEO-Services) prioritizes three core imperatives for professional services support: Stability, Agility, and Reach. The Command considers these attributes essential to the successful execution of this PWS. Within a Ways, Means, and Ends paradigm, these imperatives represent the Ends. Stability. Stability ensures mission continuity. The Contractor shall retain high-quality institutional knowledge and minimize workforce turbulence. Stability is driven by credible leadership, supported by dedicated transition resources, and sustained through competitive compensation plans that incentivize performance and loyalty to the mission. It includes the capability to resolve personnel issues efficiently and foster opportunities for individual professional growth and development. Agility. Agility represents the capability to manage a professional workforce within USSOCOM’s dynamic environment, evolving at the speed of Special Operations Forces. The Contractor shall maintain the ability to surge capacity, manage rapid change, and respond decisively to emerging issues. This requires balancing simplicity and complexity, ensuring advanced tools are available yet intuitive to apply. Agile management must remain proximate to the customer and possess organic resources that can be directly applied to mission support with minimal administrative delays. Reach. Reach is achieved by leveraging the comprehensive network and corporate knowledge of the Contractor's entire enterprise. The Contractor shall demonstrate the ability to recruit, place, and care for employees across multiple global locations. Reach enables access to established nodes that holistically interconnect USSOCOM’s distributed tasks, positively impacting the development of an elite workforce and providing external perspectives to solve complex developmental challenges. ObjectiveThe objective of the Special Operations Forces Enterprise Professional Services (SEPS) is to obtain highly qualified professional services in support of global Special Operations Forces (SOF) day-to-day business operations across all mission areas. Standards and Guidelines. The Contractor shall meet all requirements and responsibilities in support of USSOCOM, ensuring quality work performance in accordance with the applicable standards and guidelines of this PWS, federal, state, and local laws, as well as applicable federal government, DoD, and USSOCOM policies, regulations, and instructions. Contractor Requirements and Responsibilities. The Contractor shall provide all personnel and supervision necessary to perform the services. The Government shall provide Information Technology (IT) systems and applications necessary to perform the services on-site. Section 508 Compliance. All electronic and information technology (EIT) deliverables, including but not limited to software, mobile applications, multimedia products, and web-based reports generated under this PWS, shall comply with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. § 794d). The Contractor shall ensure these deliverables are fully accessible to individuals with disabilities in accordance with applicable federal and DoD standards. Scope of SupportSEPS will support SOF day-to-day business operations in alignment with the Commander’s priorities. Organizational Conflict of Interest (OCI). This PWS involves requirements that inherently possess an increased risk for actual, potential, or perceived Organizational Conflicts of Interest (OCI) as defined in FAR Subpart 9.5. Because the Contractor will support the planning, budgeting, requirements generation, and strategic planning for USSOCOM, there is a significant risk of impaired objectivity and unfair competitive advantage regarding future task order and contract competitions. To mitigate these risks, the Contractor shall establish, implement, and maintain a comprehensive OCI Mitigation Plan.
