The intent of this section is to provide a general outline of the work required under this contract and identify special project conditions and/or requirements. It is not intended to provide detailed specifications for materials, labor, and workmanship. These are covered in other sections of these specifications. B. The Bessey Recreation Area (Bessey) has seen some recent improvements to the nursey portion of the site. However, the public facing day-use developed recreation site has not been so fortunate. This project covers irrigation system automation and improvements as well as addressing much needed deferred maintenance. 1.2 LOCATION A. Bessey is located west of the town of Halsey, Nebraska a. Address – 40637 River Loop, Halsey, Nebraska 69142 b. Bessey coordinates: 41° 54' 02.64"N, 100° 17' 54.43"W 1.3 SPECIFICATIONS A. The specifications establish the construction procedures and materials to be employed throughout. 1.4 GENERAL SITE CONDITIONS AND WEATHER A. The elevation of the site is approximately 2,720 feet above mean sea level. The site generally experiences moderate to high temperatures in the summer and cold, windy, and snowy conditions in the winter. The average annual temperatures range from 56 degrees F to 86 degrees F in summer and 7 to 34 degrees F in the winter. This area sees approximately 23.3 inches of rain per year, which is about 60% of the national average. 1.5 SITE ACCESS A. Directions from North Platte, NE: Travel approximately 64.8 miles north on US-83. Turn east (right) onto NE-2 and travel east approximately 15.3 miles. Turn south (right) onto NE-86B and travel south approximately 0.2 miles. The Bessey Day-Use project site and Ranger Station facility will be on your east (left). 1.6 USE OF FACILITIES AND UTILITIES A. Water should be available on-site. B. There is cell phone coverage in this area. -- 4 of 158 -- BESSEY REC. SITE IRRIGATION IMPROVEMENTS 010150 – 2 NEBRASKA NATIONAL FOREST & GRASSLANDS GENERAL REQUIREMENTS C. Restrooms will be available for contractor use at the site during the project. D. Electrical service is available at this site and can be utilized for the project. 1.7 STAGING AREA A. An area at or near the project site will be made available for use as a staging area. Staging areas shall be approved by the Contracting Officer (CO) prior to use. Camping may be available on-site at the campground or location approved by CO. Security and clean-up of this area shall be the responsibility of the Contractor. 1.8 WORK RESTRICTIONS A. Nonsmoking Buildings: Smoking is not permitted within the buildings or within 25 feet (8 m) of entrances. 1.9 SCHEDULE A. Pre-work conference shall be conducted virtually with the Forest Service and the Prime. B. The Contractor shall not work on weekends, federally recognized holidays, or holiday weekends. C. See Section 13200 Construction Progress Documentation for “Project Schedule General Requirements.” 1.10 PROTECTION OF PUBLIC A. Bessey will likely remain open during construction and every precaution shall be taken to protect the public. B. Install and maintain suitable barriers to ensure the protection of the public, employees, and facilities. 1. Fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry to the work area. 2. Erect and maintain barricades and warning signs in accordance with ANSID6.1. 3. Material may be new or used but shall be suitable for intended purpose. 4. Fences and barriers shall be structurally adequate and neat in appearance. 1.11 CONTRACTOR’S RESPONSIBILITIES A. Confine storage of materials to areas as approved by the CO. B.
