The Portsmouth Naval Shipyard is conducting market research to find any potential sources that can provide the rental/lease of ISOLATION TRANSFORMERS 460VAC 400 AMP 400 KVA, 460VAC 800 AMP 800 KVA, & 460VAC 1200 AMP 1250 KVA in accordance with the statement of work and schedule below. ***PLEASE PROVIDE ALL INFORMATION REQUESTED*** Isolation Transformers Period of Performance Weeks Base: 7/13/2026 to 7/11/2027 52 Option 1: 7/12/2027 to 8/22/2027 6 Option 2: 8/23/2027 to 9/19/2027 4 Option 3: 9/20/2027 to 10/17/2027 4 STATEMENT OF WORK 1. SCOPE 1.1. Obtain quantity Twelve (12) isolation transformer(s) that can take nominal 460V 3 Phase ungrounded power on the primary side and create 460V grounded power on the secondary side. The capacity of each isolation transformer shall be a minimum of 400KVA and provide 400A of power. The transformers shall have the ability to transform 400KVA over the 440-480 3 Phase voltage range. 1.2. Obtain quantity One (1) isolation transformer(s) that can take nominal 460V 3 Phase ungrounded power on the primary side and create 460V 3 Phase grounded power on the secondary side. The capacity of each isolation transformer shall be a minimum of 800KVA and provide 800AMPs of power. The transformers shall have the ability to transform 800KVA over the 440-480 3 Phase voltage range. 1.3. Obtain quantity One (1) isolation transformer(s) that can take nominal 460V 3 Phase ungrounded power on the primary side and create 460V 3 Phase grounded power on the secondary side. The capacity of each isolation transformer shall be a minimum of 1250KVA and provide 1200AMPs of power. The transformers shall have the ability to transform 1250KVA over the 440-480 3 Phase voltage range. 2. APLLICABLE DOCUMENTS 2.1. Issues of Publications - The following documents of the issue date in effect on the date of request for proposal form a part of this specification to the extent applicable, or as specified herein. Within the specification, they shall be referred to by their basic designation only. -- 1 of 9 -- ISOLATION TRANSFORMERS 460VAC 400 AMP 400 KVA, 460VAC 800 AMP 800 KVA, & 460VAC 1200 AMP 1250 KVA Spec #: 2026 Rev:- Page 2 of 9 2.1.1. Government 2.1.1.1. N/A 2.1.2. Nongovernment 2.1.2.1. N/A 2.2. Order of precedence - In the event of conflict between the text of this specification and that of the references cited above, the text of this specification shall take precedence. Nothing in this specification, however, shall supersede applicable laws or regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1. Electrical Output 3.1.1. Output shall be grounded three-phase power. 3.1.2. The transformer must be capable of working over 440 and 480 VAC voltage range at 60 Hz. 3.1.3. The insulation rating of the isolation transformer windings to ground must exceed 10 meg-ohms when not in a circuit on both sides. 3.1.4. Frame must be grounded and provide a means to connect an external ground. 3.1.5. Safety devices: Fuse-able safety disconnects or disconnects with breaker protection (shall be installed on the primary and secondary sides of the transformer. These can be mounted to the transformer skid or stand-alone units, both being: 3.1.5.1. For Section 1.1. 400 AMPs in size. 3.1.5.2. For Section 1.2. 800 AMPs in size. 3.1.5.3. For Section 1.3. 1200 AMPs in size. 3.1.6. Shall include a tap changer typical of transformers of that size so voltage may be adjusted to meet the voltage demand of downstream equipment. 3.2. Connections 3.2.1. Lugged connections are acceptable as well as compression fittings (crimped lugged connected are preferred). 3.2.2. When lugs are used, equipment must accept Thomas and Betts 600 Green 94 lugs, or must accept SHOF-500 cables in compression fittings. 3.3. Footprint 3.3.1. Space is limited where the isolation transformers are being placed; therefore, smaller is preferred. 3.4. Construction 3.4.1. Units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed. 3.4.2. Each unit shall be capable of continuous, year-round, outdoor, unmanned operation even at minimal loading while exposed to inclement to extremely harsh weather (e.g. deep snow, strong & gusty winds, and/or heavy rain) and varied ambient conditions (–10 to +110ºF & 0 to 100% RH). 3.4.3. Transformers shall meet all state and federal requirements for its type, such as but not limited to, the National Electrical Code (NEC) for electrical -- 2 of 9 -- ISOLATION TRANSFORMERS 460VAC 400 AMP 400 KVA, 460VAC 800 AMP 800 KVA, & 460VAC 1200 AMP 1250 KVA Spec #: 2026 Rev:- Page 3 of 9 devices/components and internal wiring. 3.4.4. Transformers shall be modular in design so as to act as a stand-alone unit; compact so as to fit in the tight confines of a dry-dock; portable so as to be transported and then lifted by crane or forklift; and ruggedly constructed so as to endure a marine industrial environment. 3.4.5. Transformers shall be newly manufactured / completely refurbished and factory tested within ten (10) years and be of the “Dry Type” arrangement. 3.4.6. Transformers shall be Nationally Recognized Testing Laboratory (NRTL) approv
