Modernization of Outlying CBOC Building Automation Systems (BAS)
VAPIHCS – Guam CBOC and American Samoa CBOC
1. GENERAL INTENT
The Contractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to furnish and install a Building Automation System (BAS) to support integration and monitoring of existing building systems at the Guam Community-Based Outpatient Clinic (CBOC) and the American Samoa CBOC.
This project is a straight-to-construction (StC) NRM project and is intended to implement a scalable BAS architecture focused on monitoring and alarming, with future capability to expand into full control without replacement of installed infrastructure.
The BAS shall provide centralized and remote monitoring from VAPIHCS Honolulu, enabling proactive maintenance, improved system reliability, and enhanced operational visibility for geographically dispersed facilities.
Description:
This project will install a Building Automated System (BAS) at VAPIHCS outlying CBOCs in Guam and American Samoa to provide centralized, remote monitoring and control of critical building systems, including HVAC, domestic water, electrical systems, solar infrastructure, emergency power and life safety systems, and other systems supporting sensitive healthcare spaces.
Justification:
Implementation of a BAS will improve operational reliability, reduce corrective maintenance outages and costs, enhance energy management capabilities, and strengthen VAPIHCS’s ability to maintain safe, high reliability organization (HRO) across geographically dispersed locations. Due to the remote nature of these sites and limited availability of on-island technical resources, the absence of BAS currently delays detection and response to system failures, increasing the risk of impacts to clinical operations.
A BAS mitigates these risks by providing early detection and alarming of system anomalies, improving preventive maintenance timeliness, reducing system downtime, and supporting compliance with environmental and operational requirements for healthcare spaces. Centralized remote monitoring will allow VAPIHCS FMS to proactively manage building systems and coordinate off-island technical support without reliance on emergency site visits, improving continuity of care and overall facility resilience.
2. SCOPE OF WORK
2.1 General Requirements
The Contractor shall:
Install a complete BAS integration system at both sites
Integrate existing equipment controllers using open protocols
Provide monitoring-only functionality, with system architecture capable of future control expansion
Provide all BAS controllers, gateways, software configuration, and integration services
Coordinate with VA OIT for network connectivity and cybersecurity compliance
Provide commissioning, training, and documentation
2.2 System Architecture
A. Local Site Architecture
Each site (Guam and American Samoa) shall include:
One (1) site-level BAS supervisory controller (engine)
Integration controllers/gateways as required
Local operator interface (web-based)
B. Enterprise Architecture
BAS shall integrate with a VA-provided central server located in Honolulu
All data shall be accessible remotely via VA network
No external cloud-based system shall be required for core functionality
2.3 Systems to be Integrated (Monitoring Only)
The BAS shall integrate the following systems using existing controllers wherever available.

2.4 Point Count Basis
The total BAS point count is anticipated to be:
Guam: ~40–45 points
American Samoa: ~35–40 points
Total Project: ~75–85 points
Final point count shall be verified during construction.
2.5 Integration Requirements
Integration shall prioritize native BACnet/IP or MS/TP
Modbus integration shall be used where required
Contractor shall verify available points from existing equipment
Contractor shall not assume full point availability from manufacturer controllers
2.6 Network and Cybersecurity Requirements
BAS shall operate on the VA network infrastructure
Contractor shall coordinate with VA OIT for:
IP addressing
Network configuration
Firewall requirements
Cybersecurity compliance
System shall:
Not require external cloud services
Support secure remote access from Honolulu
2.7 Alarming and Trending
The BAS shall provide:
Alarming:
Equipment alarm monitoring as defined in Section 2.3
Alarm notification via email (minimum)
Alarm prioritization
Trending:
Trend logging for key points (temperature, energy, etc.)
Adjustable trend intervals (15–30 minutes typical)
Data accessible from central BAS
2.8 Graphics and User Interface
The Contractor shall provide:
Web-based graphical interface
System-level dashboards
Equipment-level graphics (simplified)
