General Information
1. General: This is a non-personal service contract to provide for the establishment of
a Science, Technology, Engineering and Mathematic (STEM) Education Program for
the purpose of introducing selected Junior Reserve Officers’ Training Corps (JROTC)

exposure to college atmosphere, STEM curriculum, STEM related work sites, inspire
the Cadets to strive for academic excellence and continue their education beyond high
school and pursue STEM related career opportunities The Period of Performance is 1

1.1 Description of Services/Introduction: The Contractor shall provide a residential
experience for a total of 360 Cadets and 24 Cadre. There will be six (6) one-week five
(5) day cycles with sixty (60) Cadets and four (4) Cadre per cycle on the university
campus. During the residential camp, the contractor shall provide STEM introductory
and familiarization in the fields of Electrical Engineering, Meteorologist, Agriculture,
Drone Lab, Geo Science and Artificial Intelligence (AI). The contractor shall provide,

1.2 Background: One of the major challenges facing the nation is the need for greater
emphasis on Science, Technology, Engineering, and Mathematics (STEM) education in
our public schools. To help address this need, we intend to expand STEM education in
our curriculum for Army JROTC Cadets. To have the biggest impact on Cadets, United
States Army Cadet Command (USACC) will partner with a university that is centrally
located within the state of Mississippi to provide STEM education and activities for
JROTC Cadets in the Jackson Public School system and Cadets across the states of
Mississippi (MS), Alabama (AL), and Louisiana (LA). Several universities within the
state of MS have well established and some nationally recognized STEM programs.
The selected venue must also have the organizational structure and facilities in place to
support lodging and meal requirements at one location.
1.3 Scope: The Contractor shall provide hands-on activities in the university’s
Engineering Laboratory, tour of the university’s Engineering and Technology programs,
practical exercise to develop a STEM Leadership Project, Problem-Based Learning
activity, site visits to STEM related work sites, team building, and leadership
development activities.
1.4 Objectives: The objective of this contract is to:

Provide meals, lodging and training facilities in accordance with the Delivery
Information of the contract.
Increase Cadet awareness of STEM academic programs and career fields.
Enhance Cadet personal leadership skills and character development.
Inspire academic excellence, increase Cadet desire to continue education beyond
high school, and increase Cadet desire to pursue STEM related career
opportunities.
Increase Cadet awareness of the importance of physical fitness by conducting
physical fitness activities, taking into consideration each individual Cadet’s physical
capabilities/limitations.
1.5 General Information:
1.5.1 Quality Control Plan (QCP): The Contractor’s existing quality assurance system
shall be utilized in accordance with (IAW) Revolutionary Federal Acquisition Regulation
(FAR) Overhaul 46.202-1.. The Contractor shall provide a copy within five (5) calendar
days after contract award and no later than five (5) working days prior to
implementation.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance
under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).
This plan is primarily focused on what the Government must do to ensure that the
Contractor has performed in accordance with the performance standards. It defines how
the performance standards will be applied, the frequency of surveillance, and the
acceptable quality levels (performance thresholds).
1.5.3 Recognized Holidays: The following provides information on recognized
holidays for the purpose of the PWS. If submittal of any documentation (e.g.
deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to
the holiday will apply as the deadline for submittal.

1.5.4 Operating Hours: The residential camp activities shall be conducted between
the hours of 5:30am Central Standard Time (CST) and 7:30pm CST. The scheduled
shall ensure Cadets are allowed to receive no less than eight (8) hours of sleep per day
as required by Cadet Command Regulation (CCR) 145-2.
1.5.5 Place of Performance: The work to be performed under this contract will be
performed at the contractor’s location and all services are to be co-located and not

dispersed. Each one-week residential camp shall be performed at the selected
contractor Institute of Higher Learning from 1 June – 17 July 2026.
1.5.6 Type of Contract: The Government will award a Firm-Fixed Price service
contract.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall
attend any post award conference convened by the contracting activity or contract
administration office in accordance with RFO 42.302. The Contracting Officer, COR,
and other Government personnel, as appropriate, may meet periodically with the
Contractor to review the Contractor's performance. At these meetings the Contracting
Officer will apprise the Contractor of how the Government views the Contractor's
