Performance Work Statement (PWS) Keysight Annual Repair Warranty (SLD 45) 1.0 PURPOSE This Performance Work Statement (PWS) defines the requirements for Original Equipment Manufacturer (OEM) hardware maintenance, depot-level repair, and accredited calibration services for Keysight Technologies equipment supporting the Space Launch Delta 45 (SLD 45) Radio Frequency (RF) Spectrum Surveillance System. 2.0 BACKGROUND The 1st Range Operations Squadron (1 ROPS) Electromagnetic Spectrum (EMS) Flight operates and maintains the Spectrum Operations RF Surveillance System across the Eastern Range, including assets at Cape Canaveral Space Force Station (CCSFS), Patrick Space Force Base (PSFB), and the Jonathan Dickinson Missile Tracking Annex (JDMTA). While 1 ROPS personnel perform organizational-level (O-Level) maintenance, line- replaceable unit (LRU) swaps, and daily operational checks, specialized depot-level (D- Level) hardware repairs, component-level troubleshooting, micro-electronics rework, and precision calibration require certified OEM technical facilities, proprietary diagnostics, and genuine OEM parts to sustain required launch range readiness. 3.0 OBJECTIVES The overarching objectives of this sustainment contract are to: • 3.1 High Operational Availability: Maintain rapid repair turnaround to minimize downtime of Eastern Range RF monitoring capabilities. • 3.2 Factory-Grade Restoration: Restore all unserviceable components to 100% OEM factory specifications. • 3.3 Traceable Measurement Accuracy: Maintain continuous NIST- and DoD PMEL- traceable calibration standards across all surveillance sensors. • 3.4 Turnkey Logistics & Accountability: Provide end-to-end Return Material Authorization (RMA) tracking and round-trip shipping under a firm-fixed-price structure. -- 1 of 5 -- 4.0 COVERED ASSETS & OPERATIONAL FOOTPRINT Asset Category Baseline Quantity Primary Locations Function / Scope Mobile Spectrum Assets 8 Units SLD 45 Operational Footprint Mobile RF monitoring, surveying, and interference tracking. Test & Measurement Gear As Listed 1 ROPS Facility (PSFB) Keysight spectrum analyzers, signal generators, and digitizers. 5.0 SPECIFIC PERFORMANCE REQUIREMENTS 5.1 Return Material Authorization (RMA) Management • The contractor shall provide a dedicated web portal or centralized support personnel for logging trouble tickets and generating RMAs. • Upon notification from the 1 ROPS Contracting Officer's Representative (COR) or designated government technical representative, the contractor shall issue a formal RMA number within forty-eight (48) hours. 5.2 Fault Isolation, Depot Repair, and Parts Standard • The contractor shall perform systematic fault isolation, component-level repair, and environmental testing to restore unserviceable units to 100% OEM factory operational specifications. • Parts Standard: All repair actions shall use genuine OEM new or certified OEM- reconditioned parts. The use of non-OEM, gray-market, or unauthorized aftermarket parts is strictly prohibited. -- 2 of 5 -- • Firmware & Engineering Updates: Repairs shall incorporate all mandatory factory engineering change orders, safety notices, and OEM firmware/software updates applicable to the unit. 5.3 Traceable Calibration and Standards Verification • Following any hardware repair, component replacement, or as part of scheduled routine calibration, the contractor shall calibrate the equipment to original factory tolerances. • Calibration procedures shall strictly adhere to ISO/IEC 17025 and ANSI/NCSL Z540- 1 standards. • All measurement standards used during calibration shall be directly traceable to the National Institute of Standards and Technology (NIST) and comply with Department of Defense Precision Measurement Equipment Laboratory (DoD PMEL) criteria. 5.4 Turnaround Time (TAT) and Replacement / Loaner Units • The standard depot Turnaround Time (TAT) shall not exceed ten (10) business days, measured from the date of contractor physical receipt at the repair depot to the date the repaired and calibrated unit is dispatched back to the government facility. • Loaner / Replacement Requirement: If a unit cannot be fully repaired, calibrated, and shipped within ten (10) business days, the contractor shall notify the COR in writing by the eighth (8th) business day and dispatch a fully operational, calibrated equivalent replacement or loaner unit within two (2) business days of that notice at no additional cost. The loaner unit shall remain with 1 ROPS until the primary asset is returned. 5.5 Logistics, Packaging, and Freight • The contractor shall bear all round-trip transportation and freight expenses under the firm fixed-price maintenance CLIN. • The contractor shall provide traceable, expedited freight shipping (e.g., FedEx Priority, UPS Next Day Air, or commercial equivalent) for inbound and outbound transit. • Packaging shall comply with standard commercial practices (ASTM D3951) and provide Electrostatic Discharge (ESD) and shock protection to prevent damage during transit. -- 3 of 5 -- 5.6 Government Property Control (FAR 52.245-1) • The contractor shall maintain positive control, physical security, and complete accountability of all government-owned equipment while in its custody. • The contractor shall report any loss, damage, or destruction of government property to the Contracting Officer and COR within twenty-four (24) hours of occurrence. 6.0 SERVICE LEVEL AGREEMENTS (SLAs) & QUALITY ASSURANCE Performance Objective Performance Standard Acceptable Quality Level (AQL) Method of Surveillance RMA Issuance Generated within 48 hours of government notice 98% on-time compliance 1 ROPS Trouble Ticket Logs Depot Turnaround Time (TAT) Returned within 10 business days of receipt 95% on-time delivery Shipping tra
