Description
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06.
This solicitation is set-aside for Veteran-Owned Small Business (VOSB).
The associated North American Industrial Classification System (NAICS) code for this
procurement is 561730 – Landscaping Services, with a small business size standard of $9.5M.

Performance Work Statement
Landscaping and Snow Removal Services
Contractor shall provide all necessary supervision, labor, equipment and materials for the following work. The work entails snow removal and ice control for roads, parking lots, sidewalks and building entrances as well as grounds maintenance to include lawn mowing, fall leaf cleanup, and miscellaneous grounds maintenance items.

Base Year: October 1, 2027 to September 30, 2028

1. Perform Snow/Ice Removal
1.1 Snow Removal. The Contractor shall clear snow from all sidewalks, steps, stairs, stair and ramp landings and entrance ramps as shown in (Appendix A), “Snow Removal Map”.
The Contractor shall clear the sidewalks, steps, stairs, stairs and ramp landings and entrance ramps to their full widths of snow accumulation, piles, or drifts.
The Contractor shall remove snow and ice from around fire hydrants and PIV pipes as indicated on (Appendix B).
The Contractor shall not use paved areas such as roads and parking lots shown in (Appendix D) for the piling and storage of removed snow.
All snow removal zones (Appendix D) covered by this contract are considered high priority and shall be worked on simultaneously.
Snow shall begin to be cleared when accumulation exceeds one (1) inch and/or within one (1) hour after the snow stops. This may require multiple snow/ice clearings each day.
The Contractor shall clear snow from all handicap access points through curbed islands (i.e. Lot 5 in front of Building 32). These areas shall always remain clear of snow and ice.
The Contractor shall provide roads and parking lot snow removal for Lots P1, P2, P3, P3A, P4, P5, P5A, P5B and P5C, P6, P7, P8, P10, and Roof of Parking Garage, P14, DAV (Appendix D) and Davis Park Lot (adjacent to PVAMC to the south off Chalkstone Avenue) under the same requirements as specified above for sidewalks.
Snow shall be piled up in such a manner as to maintain as many parking spaces as possible. At the end of each snowstorm contractor shall be responsible for clearing 100% of site parking spaces per Appendix D. Snow shall be moved to a limited number of on-site storage areas as directed by the COR or designee. The remainder of the snow shall be moved off site to contractor furnished storage sites.
The contractor shall provide snow clearing for the parking lot at the VA’s off-site facility, Harwood Center, located at 385 Niagara Street, Providence, RI (Appendix E).
The Contractor shall also be responsible for snow clearing of the parking lot at 500 Valley Street, Providence, RI.
Snowstorm totals, as reported by the National Weather Service, will determine Labor Hour Prices.
Drive lanes shall be plowed regardless of parking lot occupancy levels. Ice melt application is part of all snow events.
