Page 1 of 18 MAY 26 PERFORMANCE WORK STATEMENT (PWS) Laundry, Dry Cleaning, and Alteration/Repair Services For East Baton Rouge Parish Public School District JROTC Program 3970 Sycamore Dr, Baton Rouge, LA 70805 Part 1 General Information 1. General: This is a non-personal services contract to provide for laundering, dry cleaning, alteration/repair services for East Baton Rouge Parish Public School District JROTC Program. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform laundry, dry cleaning, and alteration/repair services for East Baton Rouge Parish Public School District JROTC Program as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2. Background: The East Baton Rouge Public School District JROTC Program has 13 schools to be supported under this contract. 1.3. Scope: The Contractor shall provide equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Laundry, Dry Cleaning, and Alteration/Repair services for the Army Combat Uniforms (ACU), Operational Camouflage Pattern (OCP), Beret, Army Service/Dress Uniform (ASU), Neck Tie, Neck Tab, Windbreakers, and Windbreaker Liners as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.4. Objectives: 1.4.1. Launder Army Combat Uniforms (ACU) and Operational Camouflage Pattern (OCP) per label instructions. 1.4.2. Dry Cleaning Army Service/Dress Uniforms (ASU), neck tabs, neckties, berets, and black windbreaker with liner per label instructions. 1.4.3. Alterations and repair of service clothing per DA PAM 670-1. 1.4.4. Maintain accountability and tracking of all laundry, dry cleaning, alteration and repair items.DRAFT -- 1 of 18 -- Page 2 of 18 MAY 26 1.4.5. Contractor pick-up and delivery of laundered, dry cleaned, and altered/repaired uniforms with prior coordination with schools. 1.5. General Information: Period of Performance: The period of performance shall be for one Base Year of 12 months and four (4) Option Years. The Period of Performance reads as follows: Base Year: 29 September 2026 – 28 September 2027 Option Year #1: 29 September 2027 – 28 September 2028 Option Year #2: 29 September 2028 – 28 September 2029 Option Year #3: 29 September 2029 – 28 September 2030 Option Year #4: 29 September 2030 – 28 September 2031 1.5.1. Quality Control Plan (QCP): The Contractor shall develop and maintain a QCP to ensure services are performed in accordance with (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract. The Contractor’s Proposed QCP shall be submitted to the Contracting Officer (KO) through the Contracting Officer’s Representative (COR) for review within 10 days after date of contract award. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system. 1.5.2. Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.5.3. Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.) deadlines fall on a holiday, the closest work day prior to the holiday will apply as the deadline for submittal. 1.5.3.1. U.S. Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively. New Year’s Day January 1 st M. L. King Memorial Day 3 rd Monday in Jan Presidents Day 3 rd Monday in February Memorial Day last Monday in May Juneteenth June 19th Independence Day July 4 th Labor Day 1st Monday in September Columbus Day 2 nd Monday in October Veteran’s Day November 11th Thanksgiving Day 4 th Thursday in November Christmas Day December 25th DRAFT -- 2 of 18 -- Page 3 of 18 MAY 26 1.5.4. Hours of Operation: The Contractor can pick-up and deliver laundry between the hours 8:00 a.m. through 2:25 p.m. Central Standard Time (CST) Monday through Friday except Federal holidays. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.5.4.1. Summer Leave: Schools are typically out during the summer for summer break, as well as Spring break and Christmas break. The Contractor shall take full advantage of such opportunities by planning maintenance or actions that
