The Contractor shall furnish all personnel, equipment and supplies, except as specified herein as Government-furnished, to provide laundry and dry cleaning service including pickup and delivery at the 910th Airlift Wing, Youngstown Air Reserve Station, OH 44473-0910 for the items listed in Technical Exhibit 1, “Identification, Standard Packaging and Method of Finish.” Performance shall be in accordance with the scope of this Performance Work Statement, other specifications and provisions of the contract. Pickup and delivery points are listed in Technical Exhibit 2, “Pickup and Delivery Schedule.” 1.1 In the event that services are required in an emergency, the Base Contracting Officer will approve and obtain such services. 1.2 The Contractor shall be liable for the correct number and kind of articles furnished for service under this contract. 1.3 The Contractor shall reimburse the Government for any property delivered to the Contractor for servicing under this contract which is lost, or which is damaged and in the opinion of the Contracting Officer cannot be repaired satisfactorily. In either event, the Contractor shall pay to the Government the value thereof in accordance with Federal Supply Class price lists; the Contracting Officer shall determine a fair and just price. The Government will notify the contractor within 10 business days of receipt of damaged items. 1.4 All Government owned property in the possession of the Contractor should be adequately protected. SECTION C-2 DEFINITIONS 2.0 Definitions of special terms and phrases used in this Performance Work Statement are as follows: 2.1 Contracting Officers Representative (COR). A Government employee is responsible for evaluating the Contractor performance of the contract. 2.2 LAUNDERING. The process by which soiled fabric items are cleaned and treated. The term includes cleaning by mechanical action or by hand in water solutions or detergents and other additives. For the purpose of this contract the term includes repellent treating, bleaching, bluing, chemical rinse (sour), starching, ironing, and pressing operations as appropriate to the type of fabric and nature of soiling. All items being laundered cannot be cleaned with fabric softener. 2.3 CLEAN. Finished articles are dry and free of visible soiling, wrinkles, lint, and objectionable odors. Spots and stains are removed where practical to do so without damaging the fabric. 2.4 BIO BAGS. The process by which soiled fabric items are cleaned and treated. Spots and stains are removed where practical to do so without damaging the fabric. 2.5 UNSERVICEABLE ARTICLES. No longer useable for purpose intended. SECTION C-3 GOVERNMENT-FURNISHED PROPERTY AND SERVICES 3.0 The Government shall provide such materials, property, services, supplies and equipment as may be required by this Performance Work Statement or Work other than that identified in Section C-4, “Contractor-Furnished.” 3.1 The Government shall provide the types of articles for laundry and dry cleaning as listed in Technical Exhibit 3. Any other articles requiring service will be provided, after notification of an agreement by the Contracting Officer. SECTION C-4 CONTRACTOR-FURNISHED ITEMS 4.0 In addition to items specified in Section C-5, “Specific Tasks,” the Contractor shall furnish: 4.1 Delivery Vehicle. Vehicles used in the transportation of items called for in this contract shall be cleaned, closed, and conform to commercial standards, and be equipped to protect against contamination to all items. 4.2 All Packaging and Marking Materials. 4.3 Reserved. 4.4 Reserved. 4.5 Any other supplies, materials and equipment necessary to perform the services required by the contract. 4.6 A facility equipped and ventilated so as to prevent dissemination of contaminants. The ventilation system should include adequate intake filtration, exchange rate, and exhaust in accordance with state and federal requirements. The Contractor’s facility shall be subject to inspection of sanitary conditions at any time by a representative of the Government. SECTION C-5 SPECIFIC TASKS 5.0 PICKUP AND DELIVERY. The Contractor shall pickup soiled laundry and dry cleaning, and deliver clean laundry and dry cleaning. Technical Exhibit 2 specifies the times and places for pickup and delivery. 5.1.1 Pickup. Counting of articles, including the laundry bag, shall be done by Government personnel prior to pickup. The Contractor shall verify count and sign a pickup form for the items being picked up and such signature constitutes his agreement to the Government count unless specific exception is taken. A copy of the pickup form will be retained by the Government. 5.1.2 Delivery. The Contractor will record the number of pieces delivered on the original government pickup form and the Government representative will verify this amount. The original copy of the Contractor.
