Place of performance
Spokane, WA
Description
Parking: PWS 1.4.2 says parking for 10 vehicles, while PWS 4.1.1 says up to 70 parking spots. Which number should we price?
10 vehicles. Likely only GSA Vans or 7 pax rental vans
Distance: Are the 5-mile limit (from 1626 N. Rebecca St) and the 8-mile limit (from Geiger Field) measured by driving distance or straight-line distance?
Driving distance
Headcount changes: PWS 1.0 says the government won’t be charged for unused rooms and that the headcount will be confirmed by 30 November 2026. Will the order be modified to the final confirmed count, and could counts change after 30 November?
My intent is to have the headcount locked in by 30 NOV for how many rooms we will require. Changes afterwards should only be limited to a reduced headcount.
Taxes: Should the per-night price include all applicable lodging taxes, or will the government provide a tax exemption certificate?
Yes, if applicable by FAR.
Laundry: Does a guest laundry facility at the hotel meet the requirement in PWS 1.3, or is laundry service required?
Yes. This meets the requirement
Invoicing: Please confirm invoicing will be through WAWF after performance, and whether a hotel folio or occupancy report is needed as supporting documentation.
Invoicing post performance is through WAWF.
Geiger Field location: Please provide the street address of the Geiger Field facility used to measure the 8-mile driving distance.
9000 West Airport Drive, Spokane, WA 99224
Rooms not used after 30 November: Once the headcount is locked on 30 November, if a soldier on the final roster does not check in (no-show), will the government pay for that reserved room, or only for rooms actually occupied?
Rooms that are occupied.
Quote content: The notice states “Vendor must provide specs with quote.” Please confirm what should be included, for example the hotel name and address, driving distances, room types, parking and laundry details.
Hotel address, phone and hotel POC. All other items should already be included in quote.
Award date: What is the anticipated award date?
NLT 15 November
Single-property requirement: PWS Section 1.2 specifies lodging and parking at one location. Must all 163 rooms be provided at a single hotel, or would the Government consider multiple nearby hotels meeting the location requirements? Preferably one location
Distance requirements: Please confirm the exact address or entrance to use for the Geiger Field Facility and whether the 5-mile and 8-mile limits are measured by driving distance or straight-line distance. Must each proposed property satisfy both limits? 9000 West Airport Drive, Spokane, WA 99224
Room quantities and occupancy: Please confirm that vendors should quote 6 single-occupancy rooms and 157 double-occupancy rooms for each of two nights, checking in December 4 and checking out December 6, 2026, totaling 326 room nights. Must each double-occupancy room contain two separate beds? Yes to all
Parking: Sections 1.2 and 1.4.2 identify parking for 10 vehicles, while Section 4.1.1 identifies 70 parking spaces. Which quantity applies, and are any oversized or military vehicle spaces required? 10 vehicles
Lodging coordinator and on-site management: May a small-business lodging coordinator serve as prime contractor using a hotel partner to perform the lodging services? May the hotel’s on-site manager and alternate fulfill the PWS contract manager roles if formally designated by the prime contractor with the required authority? yes
Payment terms: Please confirm whether payment will be made through WAWF following completion and acceptance of the lodging services, and identify the applicable payment period. Are any advance or deposit payments authorized? WAWF is payment. After performance vendor must submit invoice in WAWF. No advance deposit or payment.
Missing attachment: Section 1.5.1 references Attachment A, “Performance Requirements Summary,” which does not appear in the supplied PWS. Please provide this attachment and any additional hotel specifications or inspection criteria vendors must address. No attachment for this section.
