Description

PERFORMANCE WORK STATEMENT SERVICE AGREEMENT - ENVIRONMENTAL SYSTEM MAINTENANCE AND REPAIR/REPLACE 1.0 The U.S. Army TMDE Activity (USATA) has a requirement for maintenance and repair of its laboratory environment systems located at its TMDE Support Center, Letterkenny Army Depot, 5240 Technology Avenue, Chambersburg, PA 17201. 2.0 OBJECTIVE. Under this agreement the Contractor shall furnish all labor, diagnostic software, hardware, documentation, schematics and equipment required to provide evaluation, maintenance and repair to laboratory environmental systems required to maintenance temperature and humidity environments required for calibration and repair of sensitive scientific equipment. The required services shall be provided by the original equipment provider which installed the systems during previous renovations. 3.0 CONTRACTOR TASKS. Replace (4) Units in Lab, Including: • (4) Replacement Evaporators on Existing Indoor Units (Metal structure to remain - replacing internal components) • (4) Replacement Condensing Units • Replace Rooftop units via crane • Remove existing Temp/Humidity Controller for each of the four (4) labs and replace with PLC Controller • PLC controller to be housed in a new 24x24 NEMA Enclosure • Provide a new stand along PC with VT SCADA to monitor, trend and store all data • Program PLC's to match existing HVAC controls • Install new control panels and interface to existing equipment • Startup/Training of new control system 3.1 DELIVERABLES.1 3.1.1 Contractor shall provide a written summary of overall laboratory conditions, to include any deficiencies and recommended repairs. 3.1.2 Record of laboratory environmental certification. 4.0 GOVERNMENT TASKS. 4.1 The Government shall provide adequate storage space for spare parts, tools and test equipment required by the Contractor in performance of Contractor tasks, as well as adequate working space, to include desks, chairs, heating, lighting, ventilation, electrical current and outlets for tools and test equipment for use by the Contractor’s customer support technicians. These facilities shall be within a reasonable distance of the equipment to be services and shall be provided at no additional cost to the Contractor. 4.2 Subject to applicable security regulations, the Government shall provide the Contractor access to the equipment to perform the maintenance services. -- 1 of 2 -- 5.0 PRINCIPAL PERIOD OF MAINTENANCE (PPM). On-site services shall be provided by the Contractor during normal business hours, 0730 – 1630 hours, Monday through Friday (excluding weekends and holidays), as scheduled with the government point of contact. 6.0 PLACE OF PERFORMANCE. Performance shall take place at US Army TMDE Support Center, 5240 Technology Avenue, Chambersburg, PA 17201, within the next twelve (12) months of award. 6.1 Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility, or area. Contractors and all associated subcontractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. The Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. Contractor and all associated subcontractor employees shall comply with adjudication standards and processes using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. 6.2 For contractors that do not require a CAC but require access to a DoD facility or installation. Contractor and all associated subcontractor employees shall comply with adjudication standards and processes using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. 7.0 QUALITY REQUIREMENTS.
