Statement of Work Maintenance Services for Three (3) Liquid Scintillation Spectrometers (LSC) and a Wizard2-24800010 gamma well counter BACKGROUND: The NIST Radioactivity Group mission is to develop, maintain, and disseminate radioactivity standards, develop and apply radioactivity measurement techniques, and engage in research to meet the requirements for new standards. The Radioactivity Group performs radioactivity measurements of Standard and Certified Reference Materials (SRMs, CRMs), testing reference materials and environmental samples. The Group carries out a wide range of programs in low-level standards for environmental and bio-assay measurements, standards used in nuclear medicine and nuclear power plants, and testing of radiological instrumentation. Good maintenance of instruments is crucial to achieve the mission. A maintenance service agreement for the instruments is the best way to maximize return on investment and avoid the high costs associated with instrument failure. SCOPE OF WORK The Contractor shall provide a service agreement for the service and maintenance for the instruments mentioned above. This effort shall include uninterrupted performance within manufacturers’ specifications on a scheduled and as-needed basis. The Contractor shall guarantee the full system performance of these instruments. The proposed acquisition is for a maintenance/service contract on existing four Instruments: Three (3) Liquid Scintillation Spectrometers (LSC) and a Wizard2-24800010 gamma well counter. Covered expenses shall include all parts, labor, travel, and per diem. The Contractor shall repair/replace all parts required for the operation of the Instruments. SPECIFIC TASKS The Contractor shall perform services for the instruments listed in the table above. Service Conditions and Repairs: All services provided under this agreement must be provided by personnel authorized by PerkinElmer and fully competent in the operation of the covered instruments. The Contractor shall only employ tools, parts, instruments, test apparatus, methodologies, techniques, and practices appropriate to use for the instruments by the manufacturer. The service protocols and instruments specifications shall always be adhered to. The standard manufacturer’s warranty for parts and labor shall apply to all work performed. The Contractor shall respond to an unlimited number of requests for service calls in the event of any instrument failure which requires immediate repair. The Contractor shall respond to service calls Monday through Friday, during regular business hours only. The Contractor shall provide a service technician/engineer on-site at NIST Gaithersburg, MD, within 48 hours after the service call is placed by the Government. No weekend service visits shall be required. In the event that the Contractor is unable to resolve the problem during the service call, the Contractor shall provide telephone support and on-site support as needed to expedite a solution for NIST. The Contractor is responsible to obtain all parts required for all repairs and maintenance. The Contractor shall make a commercially reasonable effort to secure parts within 72 hours after identifying the need for a replacement part for the covered equipment. Replacement parts provided under this agreement may be either new or remanufactured and the Contractor may exchange and/or repair existing components. All repairs must result in the instruments meeting manufacturer’s specifications as specified in the most recent version of the operation and maintenance manuals for the instruments. Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties, and the cost of all the parts are covered by the contract. The Contractor shall remove the parts from the NIST campus at the time of the service call. This statement of work assumes that the Contractor will take the component(s) with them at the time of the service call, and that no shipping charges will be incurred under this contract. The Contractor shall assume liability for all parts removed from the NIST campus Preventive Maintenance: Provide one preventive maintenance visit per year of the service agreement as specified in the manufacturer’s operations and maintenance manuals for the instruments. The contract will include the option for yearly extension over the basic year. The Contractor shall utilize the most recent operation and maintenance manuals available for each instrument. Scheduling of the visits shall be consistent with the maintenance requirements of the instruments as detailed in the most recent operation and maintenance manuals for each piece of equipment. Preventive maintenance visits shall occur during NIST’s regular business hours as specified in this SOW. The NIST Technical Point of Contact (TPOC) shall contact the Contractor to schedule a mutually acceptable date and time for the preventive maintenance visit. The scheduled maintenance visit may be made at the same time as an unscheduled visit for corrective or other action if such a visit occurs within one month before a scheduled preventive maintenance visit.
