STATEMENT OF WORK
For
Purchase of
Instron Electro-Mechanical (EM) Test Frame Retrofit Packages
INTRODUCTION
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) requires the purchasing of five (5) 6800 Series Instron EM system retrofit packages, five (5) environmental chambers, and five (5) AVE3 video extensometers, one (1) torsion add-on kit, one (1) hydraulic power unit, one (1) closed-loop chiller system, and one (1) remote start/stop system.
SCOPE
This Statement of Work describes and defines the Parts and Services requirements for the installation of Instron EM system retrofit packages, environmental chambers, and video extensometers. This Statement of Work also describes and defines the Parts and Services requirements for the installation of Instron hydraulic equipment.
REQUIREMENT
Equipment
The Contractors shall deliver and install, the following:
6800 Series Instron EM system retrofit package for System ID 5965U4687
Includes replacement of the machine's motor, power amplifier, motor to gear drive belt system, control electronics, data acquisition electronics, software, PC (TAA Compliant, TMP 2.0).
3119-600 Series Compatible Chamber for System ID 5965U4687
Matches existing environmental chamber dimensions, power requirements, and mounting position.
AVE3 video extensometer for System ID 5965U4687
Includes 16mm Focal Length Lens and 6mm Focal Length Lens
6800 Series Instron EM system retrofit package for System ID 5966U4688
Includes replacement of the machine's motor, power amplifier, motor to gear drive belt system, control electronics, data acquisition electronics, software, PC (TAA Compliant, TMP 2.0).

The Contractors shall deliver and install, the following:
Hydraulic Pump
Capable of fully replacing functionality of existing MTS Model 506.02E Hydraulic Pump
Meet or exceed flow capacity of 6.4 gallons per minute (gpm) at 3000 psi.
Interface with established 460V 60Hz 3-phase power supply
Closed-loop Chiller for Hydraulic Pump
Capable of cooling hydraulic to allow for continuous operation
Start/Stop kit for Hydraulic Pump
Software
The Contractors shall provide the latest version of Bluehill Universal for all test frames, as well as Bluehill Central to allow all test frames to connect to a central database.
Services
The Contractors shall provide a basic user training course to all personnel once the equipment has been installed. The Contractors shall also provide an option for a lifetime support plan.
Shipping
The cost of shipping of parts shall be included.
Technician Certification
The instrument shall be installed in accordance with the manufacture’s specification by factory-trained technicians.
Software / Hardware
Updated software and hardware shall be included.
Post-Repair System Survey
Upon completion of parts installation and services, the system passes all manufacturer verification and calibration checks.
WARRANTY
All components installed by the Contractor shall be covered by the Standard Commercial warranty.
SECURITY REQUIREMETS
The Contractor shall coordinate base access in advance of scheduled Installation with the Technical Point of Contact.
PERIOD OF PERFORMANCE
The Period of Performance shall be six (6) months from date of award.
6.0 Operations Security (OPSEC) Requirements
Contractor personnel are subject to applicable provisions of Department of Defense Manual 5205.02-M, Enclosure 6 and NSWC IHD 3070.3D OPSEC Program. Contractor personnel supporting this contract/task order must complete government approved or provided OPSEC awareness training and be prepared to provide completion certificates as requested by the Government. OPSEC education and training may be accomplished through established programs within the DoD Component, using external resources such as the Director of National Intelligence (DNI) and the Defense Security Service Academy, or a combination (i.e. https://securityawareness.dcsa.mil/opsec/index.htm).
