COMBINED SYNOPSIS / SOLICITATION Medical Linen and Laundry Services Solicitation Number:12436860 1. GENERAL INFORMATION This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 12436860 is issued as a request for quotation (RFQ) for Medical Linen and Laundry Services at the 88th Medical Group Wright-Patterson Air Force Base (AFB). This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. 2. DESCRIPTION OF REQUIREMENT The 88th Medical Group at Wright-Patterson Air Force Base (AFB) requires a non-personal services contract for linen services. The contractor shall provide all necessary personnel, equipment, materials, transportation, and supervision to pick up, launder, and deliver hygienically cleaned linens in accordance with the included Performance Work Statement (PWS). The contractor’s facility must be certified by the Healthcare Laundry Accreditation Council (HLAC) or the Textile Rental Services Association (TRSA). All services must comply with applicable industry standards, health regulations, and Occupational Safety and Health Administration (OSHA) requirements. 3. PERIOD OF PERFORMANCE • Base Year: 1 August 2026 – 31 March 2027 • Option Year 1: 1 April 2027 – 31 March 2028 • Option Year 2: 1 April 2028 – 31 March 2029 • Option Year 3: 1 April 2029 – 31 March 2030 • Option Year 4: 1 April 2030 – 31 March 2031 4. SCHEDULE OF SUPPLIES / SERVICES (CLINs) Please refer to Attachment 2 – Pricing Sheet. Offerors shall provide fully burdened pricing for the Base Period and all Option Years by completing the attached pricing sheet in its entirety. 5. INSTRUCTIONS TO OFFERORS (Addendum to FAR 52.212-1) The provision at FAR 52.212-1 applies to this acquisition. The following instructions are added via -- 1 of 6 -- Addendum: A. Questions: Vendors may submit questions regarding this solicitation to Regina Flowers by e-mail at regina.d.flowers.civ@health.mil no later than 10 June 2026 at 09:00 AM EDT. B. Quote Submission Deadline: All quotes must be submitted electronically to regina.d.flowers.civ@health.mil no later than 09:00 AM EDT on 8 July 2026. No late quotes will be accepted. C. Quote Format: To ensure compliance with industry standards and allow for a thorough evaluation, quotes shall be organized into the following distinct sections: I. Compliance Gateway Requirements: • Administrative Information: Must include the company name, Point of Contact (POC), phone number, email address, CAGE Code, and Unique Entity Identifier (UEI). Offerors must have an active registration in SAM.gov at the time of submission. • Small Business Subcontracting Plan (Large Business Offerors Only): In accordance with FAR 52.219-9, any offeror representing as a Large Business must submit a Small Business Subcontracting Plan conforming to the requirements of FAR 19.704. Small businesses are exempt from this requirement. II. Formal Evaluation Volumes: • Part I – Technical Capability (Max 5 pages, excluding certifications): Must include affirmative proof of: • Healthcare Laundry Accreditation: Current HLAC and/or TRSA certificate. • OSHA and CDC Compliance: A brief narrative or SOP excerpt demonstrating compliance with OSHA 29 CFR 1910.1030 and CDC infection control guidelines. • Sustainable Laundering Processes: Written affirmation of ability to utilize EPA Safer Choice/Biobased products IAW FAR 52.223-23. • Quality and Laboratory Testing: Written statement affirming adherence to commercial lab testing standards. • Part II – Past Performance: Provide a maximum of three (3) recent (within 3 years) and relevant past performance references for medical linen services of similar size and complexity. Include Contract Number, Agency/Company, Point of Contact (Name, Email, Phone), Period of Performance, and Total Contract Value. -- 2 of 6 -- • Part III – Price: Submit a complete pricing schedule by filling out Attachment 2 – Pricing Sheet in its entirety. Pricing must be fully burdened and include all costs to perform the services outlined in the PWS. Offerors must not alter the formulas or structure of the pricing sheet. 6. EVALUATION CRITERIA (Addendum to FAR 52.212-2) The provision at FAR 52.212-2 applies. The following evaluation criteria are added via Addendum: (a) Evaluation Factors: The Government intends to award a firm-fixed-price contract based on a Best Value Tradeoff source selection process. • I. Compliance Gateway (Go/No-Go): Before evaluating quotes against the formal factors below, the Government will review all submissions for basic compliance with the administrative and submission requirements outlined in the Addendum to FAR 52.212-1, Section C, Part I (Compliance Gateway Requirements). Quotes that fail to provide all required compliance documentation may be deemed Unacceptable and ineligible for further evaluation. II. Formal Evaluation Factors: Quotes that pass the Compliance Gateway will be evaluated against the following factors, listed in descending order of importance: 1. Technical Capability 2. Past Performance 3. Price Technical Capability and Past Performance, when combined, are significantly more important than Price. • Factor 1: Technical Capability: Evaluated to determine confidence in the vendor's ability to perform high-risk infection control requirements. Focuses on active HLAC/TRSA accreditation, comprehensive SOPs for OSHA/CDC compliance, and plans to adhere to sustainability (FAR 52.223-23) and laboratory testing standards. • Factor 2: Past Performance: Evaluated on recent (last 3 years) and relevant services provided to military or large commercial healthcare facilities. • Facto…
