Hours of Operation (for all work performed on the installation): 1.1. The site for all work is on a military installation known as the US Army Soldier Systems Center, in Natick, Massachusetts, hereinafter called NSSC. All rules and regulations issued by the Commanding Officer covering general safety, security, sanitary requirements, pollution control and traffic regulations shall be observed by the Contractor. Information regarding these requirements may be obtained by contacting the Contracting Officer (KO), who will provide such information or assist in obtaining same from appropriate authorities. 1.2. The Contractor may submit a written request for Government approval to work on weekends and holidays. The request shall be submitted a minimum of ten (10) days in advance, and if approved, it shall be authorized in writing. The Government reserves the right to deny such requests. It is anticipated that work on weekday and weekends during the off hours will be required to complete work within the Period of Performance. The following legal holidays are observed: January 1st Third Monday in January Third Monday in February Last Monday of May Juneteenth July 4th 1st Monday of September 2nd Monday of October 11th of November Fourth Thursday of November 25th of December When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday. 1.3. All work shall be performed during normal business hours, Monday through Friday from 6:00 am to 5:00 pm unless otherwise authorized and coordinated in advance by the Contracting Officer Representative (COR). The COR shall be notified a minimum of five (5) working days in advance of all work requested to be performed outside of normal business hours. 1.4. Interior Work - After business hours are as follows: 5:00 pm to 7:00 am on week days (Monday-Friday) and 7:00 am to 6:00 pm on weekends (Saturday & Sunday). 1.5. Exterior Work - After business hours are as follows: 5:00 pm to 7:00 pm on week days (Monday–Friday) and 7:00 am to 7:00 pm on weekends (Saturday & Sunday). 2. Antiterrorism/Operations Security Requirements: 2.1. AT Level 1 Training (OPSEC Cover Sheet, Part 1): All Contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within thirty (30) calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and Subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within five (5) -- 2 of 22 -- DEPARTMENT OF THE ARMY US ARMY INSTALLATION MANAGEMENT COMMAND US ARMY GARRISON DPW NATICK SOLDIERS SYSTEMS CENTER 15 GENERAL GREENE AVENUE NATICK MA 01760 Page 2 of 21 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil. 2.2. Access and general protection/security policy and procedure (OPSEC Cover Sheet, Part 2): The Contractor and all associated Subcontractors’ employees shall provide all information required for background checks to meet installation access requirement to be accomplished by installation Director of Operations, Protection or Security Manager. The Contractor workforce shall comply with all personal identity verification requirements as directed by Department of Defense (DOD), Head Quarters Department of the Army (HQDA) and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. NOTE: “In accordance with ANNEX M (MISSION ESSENTIAL FUNCTIONS (MEF)) to USAG-Natick CONTINUITY OF OPERATION PLAN (COOP), this project IS NOT designated a MEF.” 5.2a. For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DOD facility and access, via logon, to DOD networks on-site or remotely; (2) Remote access, via logon, to a DOD network using DOD-approved remote access procedures; or (3) Physical access to multiple DOD facilities or multiple non-DOD federally controlled facilities on behalf of the DOD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management. 5.2b. For contractors that do not require CAC, but require access to a DOD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulat…
