Bill Young VA Medical Center, 10000 Bay Pines Blvd., Bay Pines, FL 33744 Service: Facilities Management Service (FMS) – Plant Operations Location: Building 100 Boiler Plant and associated diesel fire pump control room Date Prepared: TBD 1. Purpose The purpose of this Statement of Work (SOW) is to define the requirements for the design and installation of an emergency stop (E-Stop) safety shutdown system serving the Building 100 boiler plant at the C.W. Bill Young VA Medical Center, Bay Pines VA Healthcare System. The system shall provide a single, fail-safe means of remotely de-energizing the three (3) natural gas-fired steam boilers, the main gas supply valve, and the diesel-driven fire pump from designated emergency stop stations located at boiler plant egress points and the control room. 2. Background The Building 100 boiler plant houses three (3) Cleaver-Brooks CB-700 Series 700 HP firetube steam boilers operating at 100 psig, supplying steam for facility heating, domestic hot water, sterilization, and humidification across the medical center. The plant currently lacks a centralized emergency shutdown capability that allows operators or first responders to simultaneously cut fuel and de-energize boiler combustion equipment from remote egress locations in the event of a fire, fuel leak, equipment malfunction, or other emergency condition. VHA Directive 1810, Boiler and Boiler Plant Operations, and NFPA 85, Boiler and Combustion Systems Hazards Code, require that boiler plants be provided with manually operated remote emergency shutoff means located at each means of egress from the boiler room. The installation defined in this SOW brings the Building 100 boiler plant into alignment with these requirements by establishing a code-compliant remote emergency stop system. 3. Scope of Work The Contractor shall furnish all labor, materials, equipment, tools, supervision, permits, and incidentals necessary to install a complete and operational E-Stop shutdown system for the Building 100 boiler plant and diesel fire pump. The scope includes, but is not limited to, the following: Installation of conduit, wiring, and supports to connect six (6) emergency stop (EPO) pushbutton stations to a central mechanically held locking contactor. Installation of conduit and wiring from the three (3) natural gas boilers and the diesel fire pump control panel to the mechanically held locking contactor. Furnish and install one (1) 4-pole mechanically held lighting contactor, one (1) key on/off reset switch, and one (1) ice cube type relay. Furnish and install one (1) NEMA 1 hinged junction box with back plate. Installation of conduit, supports, and conductors from the mechanically held contactor to the electric gas valve. (Electric gas valve supplied and installed by others.) Installation, as directed, of a dedicated emergency 20-amp, 110V circuit from the panel located by the control room panel to serve the control circuit and gas valve. Upon loss of power, the gas valve, three (3) boilers, and diesel fire pump control box shall remain in the de-energized (safe) state. Upon restoration of power, the system shall require manual reset via the key switch before boiler and fuel systems can be returned to service. 4. Applicable Codes, Standards, and Directives All work shall comply with the latest editions of the following, as applicable to a natural gas-fired boiler plant electrical safety shutdown system: VHA Directive 1810 – Boiler and Boiler Plant Operations NFPA 85 – Boiler and Combustion Systems Hazards Code NFPA 70 – National Electrical Code (NEC) NFPA 70E – Standard for Electrical Safety in the Workplace NFPA 54 / ANSI Z223.1 – National Fuel Gas Code OSHA 29 CFR 1910.147 – The Control of Hazardous Energy (Lockout/Tagout) OSHA 29 CFR 1910 Subpart S – Electrical Florida Building Code – Mechanical and Florida Fire Prevention Code VA Master Construction Specifications, applicable electrical divisions 5. Contractor Responsibilities The Contractor shall be responsible for all lockout/tagout (LOTO) and all electrical disconnection and reconnection associated with this installation, performed by appropriately licensed and qualified electrical personnel. The Contractor shall notify and obtain concurrence from the Contracting Officer’s Representative (COR) or Plant Operations Supervisor prior to de-energizing any boiler plant equipment and prior to re-energizing the system following installation and testing. All work affecting boiler operation shall be coordinated and scheduled with Plant Operations to maintain continuity of steam service to the medical center. The Contractor shall furnish a scissor lift or equivalent approved means of elevated access required to perform overhead conduit and wiring work. The Contractor shall maintain a clean and safe work area and shall remove all debris and surplus material upon completion. The Contractor shall verify all existing field conditions, panel capacities, and circuit availability prior to commencing work. 6. Government Responsibilities The Government shall provide reasonable access to the boiler plant, control room, and associated electrical panels during agreed-upon work hours. The Government shall supply and install the electric gas valve referenced in the scope of work. The COR or Plant Operations Supervisor shall be available to coordinate equipment shutdown and startup and to witness functional testing. 7. Period of Performance The period of performance shall be [INSERT NUMBER] calendar days from issuance of the Notice to Proceed.
