Description

Statement of Work Video Podcast Project In the summer and fall of 2026, DEA – specifically Community Outreach and Prevention Support (CPO) -- will partner with a vendor for a video podcast project targeting parents and other caregivers to raise awareness about the costs and consequences of drug use among youth and young adults. The video and digital banner ads used for this project will air across various social media platforms, including Facebook, YouTube, and Instagram, resulting in more than 14M impressions/views. The vendor will perform the following tasks: Task 1: Produce Video Podcast Episodes • Produce 10 biweekly original podcast episodes of 25-40 minutes in length, starting in July 2026 and ending in March 2027. Task 2: Produce Social Media Short-Form Content • Produce short-form videos for youth, starting in July 2026 and ending in March 2027 repurposing content episodes into YouTube Shorts; TikTok; and Instagram Reels to enable ongoing weekly engagement; partner amplification (DEA, influencers); and expanded reach to youth audiences. Task 3: Coordinate Placement of Video Podcast Episodes and Banner Ads • Facilitate video placement of podcast episodes across the contractor’s YouTube channel, with an expected reach of more than 1M views. • Facilitate placement of DEA’s digital banner ads and PSA across social media platforms, including Google and YouTube, with an expected reach of more than 14M impressions. • Link www.justthinktwice.com (DEA’s website for youth and young adults) and Operation Prevention peer resources (under development; will be housed at www.operationprevention.com) to the podcast episodes. Task 4: Identify Topics and Subject Matter Experts for Original Video Podcasts • Consult with DEA’s CPO as subject matter experts to ensure accuracy of content and prevention messaging related to the costs and consequences of drug use among youth and young adults. Task 5: Produce Final Analytics Report • Provide final analytics report to DEA’s CPO summarizing the total number of media impressions achieved, and any other relevant metrics, to illustrate the reach and impact of airing the video podcasts and placing the digital banner ads and PSA. Security Requirements All contractor personnel supporting this procurement are entrusted with a certain level of trust due to the nature of the Drug Enforcement Administration’s (DEA) mission. The Government expects the vendor will employ persons of integrity and trustworthiness. To ensure this, DEA reserves the right to conduct background screening or a full background investigation on all employees if a need arises. While all services provided on this contract will be performed outside of DEA, all contractors must be escorted if the need arises to enter a DEA facility.
