VA Pittsburgh Healthcare System (VAPHS) Metasys Building Automation Control System Services Statement of Work SCOPE OF WORK 1. The VA Pittsburgh Healthcare System (VAPHS) requires preventative maintenance and inspection services for the Metasys Building Automation System (BAS) that monitors and controls the HVAC and Water Quality systems. These services will help VAPHS to achieve and maintain optimum efficiency for both the HVAC and Water Quality systems. 2. The Contractor shall provide: a. Upgrades to the existing Building Automation System (BAS) b. Server upgrade for the HVAC side of the BAS c. Software subscriptions and updates for HVAC and Water Quality sides of the Metasys BAS d. Preventative maintenance and inspection services, to include complete inspection, testing, and calibration of all Metasys BAS components e. Training f. Building Automation System technicians qualified to perform service on the Metasys/LON/BACnet g. All labor, materials, tools, equipment, and travel required to provide the tasks and services outlined in this document. 3. Equipment: a. The VAPHS Building Automation System utilizes the Johnson Controls, Inc. (JCI) Metasys System. b. This contract will include all components of the Building Automation System that are associated with the Metasys/LON/BACnet protocol. c. The Contractor shall perform services on the Metasys server, software and all related components. -- 1 of 10 -- 4. Location: a. Services shall be performed at the University Drive campus located at University Drive C, Pittsburgh, PA 15240. b. The Contractor shall schedule services by contacting the VAPHS Program Manager. SERVICES 1. Building Automation System Upgrades – Base Year Only The Contractor shall provide the following upgrades within the base year: a. New UI Graphics for the entire campus b. Engine Upgrades: Replacement of a total of thirty-two (32) Network Automation Engines (NAEs) with new Series Network Engines (SNEs). i. Twenty-six (26) SNE 22’s will be replaced. ii. Six (6) SNE 11’s will be replaced. iii. Engines and their locations are provided in Attachment A. c. New Workstations: Replacement of five (5) old workstations with new workstations for integration with and access to the Johnson Controls Inc. Metasys system. d. Controllers Upgrade: Replacement of six (6) outdated/unsupported Filled Service Controllers (FSC) with new BACnet controllers and expansion modules. i. Controllers and their locations are provided in Attachment B. e. HVAC Side Server Upgrade: One (1) ADX-25 User Site Dir Software w/SQL Server Upgrade 2. Metasys Software Support Agreements a. The Contractor shall provide annual Metasys server software support agreements: i. HVAC Side: One (1) ADX 25-User Site Dir Software Subscription ii. Domestic Water Side: One (1) ADS Site Dir Software Subscription, -- 2 of 10 -- up to 4 engines b. The annual subscription cost shall include labor and installation. c. The Contractor must provide all labor and materials necessary to upgrade the Metasys Software to the latest version on the NAE/SNE Supervisory controllers, as well as any additional software versions that may become available while operating under the JCI ADX25 server. All updates and revisions, which can take place multiple times per year, shall be included. Updates must occur upon release of a new version. d. The Contractor shall perform backup of the system at least one time per month at no additional cost. e. Access to the Metasys troubleshooting help line shall be included. 3. Preventative Maintenance and Inspection a. Schedule: i. The Contractor shall be on-site to provide preventative maintenance/inspection services Monday through Friday, from 6:00 AM to 2:00 PM EST, with the exception of Federal holidays. ii. The Contractor shall provide preventative maintenance for both the HVAC and Water Quality Monitoring systems at the VAPHS. The Program Manager shall determine the number of hours applied to each system, based on VAPHS needs. iii. The Contractor must maintain a count of the number of days they have been on site for these services. If for any reason the Contractor is not present on a scheduled day, the Contractor must make up the missed hours. These hours may be scheduled on nights or weekends. The Program Manager shall be responsible for determining the schedule for the make-up hours. iv. Federal holidays that are not observed by the Contractor shall be used as a floating day set by the Program Manager. b. VAPHS shall direct all Metasys activities that are to be performed during the service visits. -- 3 of 10 -- c. The Contractor shall perform the following Metasys tests and provide the results to the Program Manager on a weekly basis. i. Review METASYS for CRITICAL, FOLLOW UP and OFFLINE status indications. ii. Review METASYS for OVERRIDE, DISABLED and LOCKOUT status indications. iii. Review System Event Log with customer; discuss METASYS operational concerns. iv. Perform or schedule "Corrective Maintenance" procedures as appropriate to resolve situations noted in the preceding Reviews. v. Perform SQL database maintenance vi. Check for unbound references and correct as needed. vii. Check device diagnostics on all Supervisory controllers to ensure they are within specifications. viii. Check all Supervisory level processes for proper operation. ix. Check the operation of the Navigation tree display. x. Check and maintain Metasys remote and mobile connectivity access. xi. Create Tailored Summaries as needed and check all existing Tailored Summaries. xii. Check the function of the Ready Access Portal. xiii. Analyze current control strategies for applicability in achieving and maintaining required environmental parameters and system control objectives. xiv. Analyze mechanical cooling, free cooling, and heating system integration strategies. xv. Analyze and recommend optimal runtime and night setback strategies to ensure environmental control, while reducing energy consumption. xvi. Assist in the design
