DEPARTMENT OF THE AIR FORCE
HEADQUARTERS AIR FORCE SPECIAL OPERATIONS COMMAND
27 May 2026
MEMORANDUM FOR 27 SOW/SOCONS
FROM: HQ AFSOC/A3OF
SUBJECT: High Rise Escape System
1. Airfield Operations members from the 27 Special Operations Support Squadron recently
submitted a request for support reference procurement of a “High Rise Escape System” for
Building 128, Control Tower, Cannon AFB, NM.
2. USAF Air Traffic Controllers formerly relied on a device called the “Baker Life Chute” to
successfully egress the facility in case of emergency. That company is no longer solvent and has
been non-operational for several years. The High Rise Escape system manufactured by High Rise
Escape Systems Inc. is currently the only evacuation system known that is installed at USAF Air
Traffic Control Towers within the National Airspace System.
3. Any questions pertaining to this MFR can be directed to Maj Michael Primmer at
michael.primmer@us.af.mil or DSN: 312-579-4425.
