FOR
Trailer Caddy HD Walk Behind Terminal Tractor
Requirements: Require the purchase of a maximum of four (4) Heavy Duty WALK BEHIND trailer caddy Terminal tractor with a lift capacity of 30,000 pounds for Letterkenny Army Depot.
1.1 Specifications:
- Must have the following specific functions/features:
- Heavy duty steel frame.
- 10” hydraulic pump lift kit.
- Tall King pin receiver.
- 8 AGM style batteries.
- safety stop switch, safety horn, illuminated king pin and foot path.
- Air brake release system with tank.
- Variable speed twist grip controller.
- external charger/battery discharge and status indicator.
- Must be able to lift a trailer king pin a maximum of 70”.
- Must be able to accommodate a King Pin size of 3 ½”. See attached drawing (7).
- OEM provided 1 day operator training on use, service and maintenance.
1.2 Place and Performance of Installation: The contractor shall operate within operating hours of Letterkenny’s standard work schedule of 0600-1530 (Eastern Time) Monday through Friday. The exception to this is the alternating Friday Regular Day Off (RDO), or on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance for work under this contract shall be at Letterkenny Army Depot, 1 Overcash Ave, Chambersburg, PA 17201. The contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that stability and continuity of the work force is essential.
1.3 Security Requirements: The contractor and all associated sub-contractor’s employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Risk Management or Security Office. Contractor workforce shall comply with all personal identity verification requirements as directed by the Department of War (DOW), Headquarters Department of the Army (HQDA) and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. The contractor and all associated subcontractor employees shall also comply with adjudication standards and processes using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.3.1 Security, Safety and Fire Protection: All work shall comply with LEAD Regulation 385-1 and Pamphlet 385-4. The equipment and the installation shall also meet all the safety criteria set forth in the Occupational Safety and Health Administration (OSHA) 1926.501 and ANSI/ASSE Z359.
1.3.2 AT Level I Training: This standard language is for contractor employees with an area of performance within as Army controlled installation, facility or area. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas shall complete AT Level I awareness training within 30 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the TPOC or to the contracting officer, if a TPOC is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 1.3.3 Physical Security: The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.3.4 iWATCH Training: This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the TPOC. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the TPOC NLT 30 calendar days after contract award. iWATCH training is available at the following website: http://www.letterkenny.army.mil/ctrresources
1.3.5 OPSEC training: Per Army Regulation (AR) 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.
