Description
Project Background: The United States Department of Agriculture (USDA), Animal Plant Health Inspection Services (APHIS), Plant Protection and Quarantine (PPQ), Field Operations (FO) has a requirement for pest control service to mitigate rats and mice, roaches, ants and silverfish at Moore Air Base (MAB) in Edinburg Texas. One of the critical missions of MAB is storing products such as Maseca, Sugar, Wheat Germ, Yeast to name just a few. The extent of damage to the product and building costs the Government millions of dollars to re-supply and repair. These products have huge attractions to mice and cause a lot of damage and contamination to the product used to make diet to feed the flies. Due to the sensitivity of nature, the contractor selected for this project shall be required to respond immediately in various cases.
Contract Type:
This is a 5 year Firm-Fixed Price service contract with a Base Year followed by four (4) possible 12-month Option Years.
The payment provided for in the contract shall constitute full compensation for providing supplies, labor, supervision, equipment, incidental materials, quality control, environmental protection, meeting safety standards, and performing all work under the contract in a complete and acceptable manner. Except as otherwise specified in this contract, all costs associated with incidental work shall be included in the Pricing Schedule item with which that incidental work is most closely associated. Compensation for all work shown, specified, or essential to completion of the project shall be included in the total price. The payment provided in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to the conditions of the contract.
Payment will be made based on the actual quantities received and accepted by the Government. The Government is not obligated to pay the Contractor for any amount more than the quantities specified in the Pricing Schedule.

The services must meet the following specific requirements to ensure the needs of the facility are met. No oral statement of any person other than the contracting officer/specialist shall in any manner or degree modify or otherwise affect the terms of this contract.
Scope of Services:
Regular Monthly Pest Control Services
Contractor shall provide monthly services which includes all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform pest management services necessary to control and mitigate the pests listed below. Control actions (applying treatments and setting mouse traps) will reduce risk associated with employee injury or illness and damage to stored product and the facilities. All trash and debris brought on site by contractor employees shall be removed from the site daily. They job site shall be left in a clean and neat manner.
Service will include monthly inspection of the building listed below for:
Identification of pests, damage and potential pest infestations
Determination of extent of pest problems
Evaluation of treatment effectiveness
Pests: Rats, Mice, Ants, Roaches, Silverfish, and all other like pests
Optional Services on as needed bases upon request include:
Removal of bee hives
Removal of Carpenter and Leave Cutter Ant Mounds
Extermination of Stored Product Pests
Other Nuisance Crawling Pests and Rodents
Contractor shall report to the Contracting Officer’s Representative (COR) any evidence of pests or conditions conductive to pest infestation within one working day of the time such conditions is first discovered. Written reports detailing infestations and damage will be provided to the COR within five (5) working days of the time such condition is first discovered.
Contractor shall maintain records of all actions taken and these records shall be available for inspection by the Government upon request. Contractor is to turn over all records to the Government at the end of this contract.
A total of twenty-one (21) buildings has been identified in need of indoor and/or outdoor pest control services. These areas shall be confirmed during the Field Investigations visit with the Facility Manager. (square footage is inside and outside perimeter of building). All but three of the buildings are within a one mile radius and within walking distance of the nearest buildings. These areas shall be confirmed during each visit to the Facility Manager.
