Preventative Maintenance and repair services of GE CRxFlex I and GE CRxFLex II Digitizer and Workstation Imaging Equipment

PERFORMANCE WORK STATEMENT (PWS) FOR GE CRxFlex I and II Digitizer and Workstation Imaging Equipment Services 1.0 General: The contractor shall provide all personnel, equipment, tools, materials, supervision, quality control and other items and non-personal services necessary to perform the annual preventative maintenance (PM) and any repairs to the GE CRxFlex I and GE CRxFlex II Digitizer and Workstation Imaging Equipment, as defined in this PWS, except as specified in Paragraph 3.0 as Government Furnished. The contractor shall perform to the standards in this contract. All preventative maintenance and repairs will be documented and sent via e-mail to the Technical Point of Contact (TPOC), Monica Dean, 717-267-9577, monica.r.dean.civ@army.mil and to the secondary TPOCs, Jason Straley, 717-267-5241, jason.w.straley.civ@army.mil or Tyler Crotsley, tyler.d.crotsley.civ@army.mil, 717-267-5401. 1.1 Scope: This requirement is for the service, maintenance, and repair of one (1) GE CRxFlex I (Serial Number: 02186) and two (2) GE CRxFlex II (Serial Numbers: 2186 & 2297) Digitizer and Workstation Imaging Equipment. The contractor shall provide all personnel, equipment, tools, materials, supervision, software, and other non-personal services necessary to perform annual preventative maintenance (PM) and unscheduled "Over and Above" (O&A) repairs. Due to constantly changing parts and technological advancements consumables, such as imaging plates, will be procured through the O&A CLIN. The objective is to maintain the equipment in a fully operational and well-stocked state. 1.2 Background: Letterkenny Munitions Center (LEMC) purchased one (1) each CRxFlex I and two (2) each GE CRxFlex II Digitizer and Workstation Imaging Equipment. These systems have exceeded the warranty period and maintenance and potential repairs are required. These systems are currently operational and are not exhibiting any evidence of mechanical malfunction or failure. These systems are of industrial grade and strength and have the ability to process digital images of munitions and their respective parts. 1.3 Period of Performance (PoP): The Period of Performance shall be one Base Ordering Period of five years. The Period of Performance reads as follows: 1.3.1 Base Period: 21 August 2026 through 20 August 2031 1.4 General Information: 1.4.1 Quality Assurance (QA): The Government shall evaluate the contractor’s performance under this contract in accordance with the areas identified in Technical Exhibit 1, Performance Requirement Summary. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)). -- 1 of 10 -- 1.4.2 Recognized Holidays: A schedule of U.S. holidays can be found on the OPM website at https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/. The contractor shall not perform services on these days: 1.4.2.1 New Year’s Day 1.4.2.2 Martin Luther King, Jr.’s Birthday 1.4.2.3 President’s Day 1.4.2.4 Memorial Day 1.4.2.5 Juneteenth Day 1.4.2.6 Independence Day 1.4.2.7 Labor Day 1.4.2.8 Columbus Day 1.4.2.9 Veteran’s Day 1.4.2.10 Thanksgiving Day 1.4.2.11 Christmas Day 1.4.3 Place and Performance of Services The contractor shall provide services between the hours of 0700 and 1530 on Monday through Thursday, except on recognized U.S. holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at building 5250 inside LEMC, supervised by TPOC. The contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential. Also while on site at LEMC, the contractor is responsible for the performance and conduct of his employees. 1.4.4 Security Requirements: Contractor personnel performing work under this contract are required to be able to obtain a specific security level, which includes passing a background check, administered and managed by the Letterkenny Army Depot, before coming on site. The contractor personnel will be escorted and always supervised while at LEMC by the TPOC. 1.4.4.1 Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOW, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 1.4.5 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written -- 2 of 10 -- permission from the KO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose.
