This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 75F40126Q134706. This solicitation is issued as a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) code for this acquisition is 811210 – Electronic and Precision Equipment Repair and Maintenance; the applicable Small Business Size Standard is $34 million. This requirement is solicited as full and open; any sized businesses under the applicable NAICS may submit a quote. Requirement The US FDA, Center for Biologics Evaluation and Research (CBER), Office of Compliance and Biologics Quality (OCBQ), Division of Biological Standards and Quality Control (DBSQC), Laboratory of Analytical Chemistry (LAC) has a requirement for a Preventive and unlimited Corrective Repair (Essentialcare or equal) service agreement for a Surface Plasmon Resonance (SPR) Biacore T200 instrument (S/N: 28975001-2528993) for a Base year plus two (2) possible one-year option years. The instrument was under a maintenance agreement that expired on 02/24/2025, so a new service agreement is needed as soon as possible as this is a critical lab asset that must be maintained in strict accordance with manufacturer specifications to ensure uninterrupted operational performance. Annual Scheduled Preventive Maintenance: The Contractor shall provide one (1) scheduled Preventive Maintenance visit per contract year, executed during normal business hours (Monday through Friday, 8:00 AM – 5:00 PM ET, excluding Federal Holidays). The PM service shall include a comprehensive full-system diagnostic utilizing exclusive manufacturer-validated software, and the exchange of critical wear-and-tear components required to maintain the instrument to original equipment specifications. The PM visit shall be pre-scheduled at a date and time mutually convenient to the Government and the Contractor. 2. On-Site Corrective Maintenance: The Contractor shall provide unlimited on-site corrective maintenance and emergency repairs. All repair pricing shall include all engineer labor, travel expenses, and OEM-certified replacement parts, components, subassemblies, and materials. The Government shall not be subject to additional billable service orders or separate parts charges for repairs executed during the coverage period. 3. Priority Emergency Response Timeline: The Contractor shall provide priority technical support (via telephone or email) with a maximum eight (8) hour remote response window from initial notification. In the event a technical issue cannot be resolved remotely within two (2) business days, the Contractor shall dispatch a certified Field Service Engineer to arrive on-site for physical repairs within three (3) business days of the call for service. 4. Proprietary Software, Firmware, and Support Access: The Contractor shall provide unlimited priority access to the Original Equipment Manufacturer (OEM) online support center for technical maintenance support, advice, and online training modules. Coverage shall include the provision of all critical and non-critical hardware and software updates, application supports, firmware updates, repair procedure bulletins, and technical revisions issued during the performance period. 5. OEM Standards and Certified Parts: All maintenance and repair activities shall be performed in strict accordance with the Original Equipment Manufacturer (OEM) specifications, technical manuals, and active service bulletins. All replacement components, parts, and subassemblies utilized during PM or corrective actions must be OEM-certified.
