Performance Work Statement For Real Property Inspection Support for the Department of Public Works (DPW) Fort Stewart and Hunter Army Airfield Fiscal year 2027 24 July 2026 Curtis Hanna Lotasha Preston Contracting Officer Real Property COR MICC Ft Stewart, GA Ft Stewart, GA -- 1 of 13 -- 1. GENERAL: This is a non-personnel services contract to provide Real Property Support services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide personnel for onsite inspections of Real Property and support services as defined in this Performance Work Statement except for those items specified as Government furnished property and services. 1.2 Background: Army Regulation 405-45 requires real property inventory to be validated every 5 years. Due to the size of inventory, 20% inventory validation is conducted annually. The inspectors must perform inspections of facilities in accordance with AR 405-45. 1.3 Objectives: The contractor shall provide skilled and experienced workers to: • Conduct DPW Real Property Inventory facility inspections • Enter inspection results in GFEBS and Real Property physical files • Maintain GFEBS and physical files with current and accurate facility inspection data • Maintain an accurate hand receipt listings of all real property facilities 1.4 Scope: Annual facility inspections will be divided equally into the number of months in the period of performance until the completion date. Progress of facility inspections will be reported in the Monthly Status Report. Currently there are approximately 5306 facilities on Fort Stewart, GA (FSGA) and approximately 1803 on Hunter Army Airfield (HAAF). Must complete all assigned inspections NLT 30 AUG of each calendar year. 1.5 General Information 1.5.1 Quality Control: The contractor shall develop and maintain a Quality Control Plan describing the Quality Control Program. The draft QC Plan will be reviewed and approved by the COR so that corrections may be made by the contractor prior to implementation on contract start date. The contractor shall submit the final QC Plan within 30 days after contract award. The Contractor's Quality Control Plan shall be subject to review and approval by the Government throughout the contract period. An updated copy of the Contractor's Quality Control Plan shall be provided to the COR at least five workdays prior to implementation of any changes. The Quality Control Plan -- 2 of 13 -- shall be the basis of the Contractor's Quality Control Program and shall address all quality requirements. 1.5.2 Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.5.3 Hours of Operation: The Contractor is responsible for providing services, between the hours of 7:00 a.m. and 3:30 p.m. Monday thru Friday except Federal holidays or when the facility is closed at the discretion of the Government. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the facility is open. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce. 1.5.4 Place of Performance: Daily reporting will be 1616 Veterans Parkway, Fort Stewart, GA unless otherwise directed. The majority of work will be performed at FSGA or HAAF. 1.5.5 Security Requirements: Access and general protection/security policy and procedures. Contractor and all associated sub-contractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 1.5.5.1 AT Level 1 Training: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas shall complete AT Level I awareness training within 30 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: http://jko.jten.mil 1.5.5.2 Common Access Card (CAC): Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the -- 3 of 13 -- following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a Do
