Work to be completed: The Contractor shall provide all professional services, personnel, materials, equipment, labor, supervision, and facilities necessary to perform contractual construction services, as stated in these specifications, at the 128th Air Refueling Wing, located at Milwaukee Mitchell International Airport, Milwaukee, WI 53207-6151. The Contractor is responsible for ensuring proper documentation received is for personnel and vehicle passes (72 hours prior, during normal days of operation) in time to avoid any delay in project start of performance. This includes personnel attainment of contractor badges and notification to the Civil Engineer Squadron representative for scheduling of escort support. Contractor will be required to coordinate/de-conflict scheduling with Civil Engineer personnel. B. Location: Milwaukee Mitchell International Airport is located approximately 10 miles south of downtown Milwaukee, WI. The 128th Air Refueling Wing is located on the east side of Milwaukee Mitchell International Airport. 2. SW-02 Applicable Standards and Specifications: A. The Contractor shall provide all necessary materials, equipment and additional appurtenances required to complete the project as stated in these specifications. The Government is not responsible for any additional parts, material, or equipment required to make this a complete and usable product. The criteria contained and cited in this SOW establish minimum standards. In case of discrepancy in any of the referenced standards and specifications, the more stringent requirements shall assume precedence. Any questions should be brought to the COR’s attention. B. The Contractor must comply with the most current applicable WI. Adm. Codes, applicable Industry Standards, ICD 705 Regulations, UFC 3-110-03, UFC 1-200-01, UFC 1-900-01, UFC 3-310-05, UFC 3-190-06, UFGS 09 90 00, ANG ETL 15-01, and all OSHA regulations as they apply to ensure safe and secure work areas to minimize potential safety hazards to base personnel and avoid impact to base operations. In case of conflict in or between the contract documents and a governing code or ordinance, the more stringent standard shall apply. C. The Contractor must comply with the requirements set forth in FAA regulations in accordance with 14 CFR Part 77.9, if a crane is required. Regulations and forms are available at http://oeaaa.faa.gov. D. The Contractor shall ensure a safety plan is in place for the duration of the project. Contractor shall cordon off work areas in a manner to minimize potential safety hazards to base personnel/equipment and ensure minimal impact to base operations. The Contractor shall ensure that proper fall protection is utilized as necessary. E. The Contractor shall preserve and protect all structures, materials, equipment, and vegetation on or adjacent to the work site and protect all existing structures and materials from physical damage and secure work areas in a manner to minimize potential hazards and impact to base personnel and operations during the duration of construction. FAR 52.236-9 “Protection of existing Vegetation, Structures, Equipment, utilities and improvements”. F. The Contractor shall repair all interior and exterior finishes damaged as a part of executing the work with finishes that match the existing conditions. Coordinate this work with the Government. The contractor shall be responsible for all cutting, replacement, and repairing of their work that is due to faulty workmanship. This includes work not specifically covered by Description of Work for trades that are affected. The contractor will also be responsible for providing, without extra cost to the Government, any small incidental items not specifically mentioned in trade specifications, but which are necessary to complete the work in accordance with the general understanding that the work, when completed, shall be a finished competent job. Reference Contract Clause FAR 52.236-5, “Material and Workmanship” and FAR 52.246-12, “Inspection of Construction”. G. The Contractor shall be responsible for the temporary protection of the building fabric and the interior from inclement weather as it relates to the work outlined in this document. -- 3 of 20 -- Replace Roof, B512 Date: June 2026 Page | 4 H. The Contractor shall acquire a Hot Work permit from the base fire station if they anticipate any open flames or sparks created during demolition or construction. I.
