Description

Repair MAF & Base Fire Alarms Project Number NZAS 25-0008 341 CES Malmstrom AFB, MT GENERAL REQUIREMENTS 1.00 General Scope The Contractor shall perform all design, submittals, materials, installation services, and system programming and testing, required for the accomplishment of repair of fire protection systems located in Malmstrom Air Force Base (AFB) facilities and in the Missile Alert Facilities. All work shall be accomplished at the work sites in accordance with drawings, specifications, provisions, and terms of this contract, and according to the Statement of Work (SOW) presented with each individual Task Order (T.O.). 1.01 Major Items of Work The purpose of this effort is to provide design/report documents, installation, programming, and certification to repair the fire protection systems at Malmstrom AFB facilities and Missile Alert Facilities to comply with current Air Force Design Guide, Global Strike/Materials Command Design Directives, Base Standards, and referenced publications. The intent is to provide an upgraded system that fully complies with current USAF design standards, Unified Facilities Criteria (UFC). See the latest UFC Design Procedures at www.wbdg.org where applicable. 1.01.1 Design Task orders may include some or all of the following: a) Design shall provide for a new Potter Alarm Signal Company control panel (no substitutes), installation of new detectors and alarm/notification devices, relocation of new detectors and alarm/notification devices where applicable, installation/re-location of pull stations, and new conductor and raceways if required to meet code requirements. b) Design shall be completed by a person with National Institute for Certification in Engineering Technologies, Fire Alarm System, Level III FAS certification, at a minimum. Design submittals must bear the review stamp of a Qualified Fire Protection Engineer. c) The design shall include all alarming and sensors for existing standpipe suppression systems. d) The design shall provide for HVAC modifications in regard to automatic shutdown and necessary duct dampers. e) A 50% and a 100% design submittal to include all drawings and product data for all devices to be provided for MAFB review. f) Contractor shall provide an independent third party to perform asbestos and lead-based paint testing and surveys and the results shall be included in a report. Any previous asbestos and lead-based paint surveys shall be provided to the contractor and shall be included in the report, if available. 1.01.2 Construction Electrical work must be performed by qualified personnel with credentials who are familiar with applicable code requirements and shall provide credential documents upon request. A NICET Level 2 FAS or higher Fire Alarm Technician shall install and terminate fire alarm devices, cabinets and panels. An electrician or NICET Level 1 FAS shall install conduit and conductors for the fire alarm system. Verifiable credentials consist of State, National and Local Certifications or Licenses that a Master or Journeyman Electrician may hold, depending on work being performed, and shall conform to all -- 1 of 5 -- requirements of the project specifications. Provide Manufacturer's certificate of acceptance of the qualifications of the installing contractor to install, test, conduct owner training, and maintain the manufacturer's equipment. No on-site or on-base facility will be furnished to the Contractor for storage or office use. All non-hazardous waste shall be properly disposed of through a licensed landfill site. No landfill site is available on base. The cost for cleanup of improperly disposed waste shall be the responsibility of the contractor. 1.02 Period of Performance Upon receipt of the approved delivery order, the contractor shall complete all work up to and including solicitation document submittals according to the schedule in the associated SOW with each T.O., with “Day 1” corresponding to the date of the signed delivery order. Submittals will be delivered to the government within each scheduled period, in accordance with the submittal schedule shown in the SOW. Should a resubmittal be required, the government will provide a date for which the resubmittal is due, and the remaining milestone completion dates will be extended the same number of days. If any Government review period is completed in fewer days than shown in the schedule, no change to the next due dates will be made. If any Government review period takes longer than the indicated maximum number of days shown in the schedule, the contract will be extended by the number of days that were exceeded. 1.03 Work Schedule The Contractor shall notify the Contracting Officer at least five workdays in advance of the start of all work. This shall include, but is not limited to, notifying CAO when the initial work shall begin and when work shall resume following the end of all specified exclusion periods. The Contractor shall be aware that the Notice to Proceed is not sufficient notification as to when initial work will begin. Malmstrom AFB: Base-side work schedule shall be specified per T.O. Missile Alert Facilities: The work schedule will be 6:45 am – 5:15 pm Monday through Thursday, and no work will be conducted on Federal Holidays. 1.04 Government Furnished Information and Materials The following information and materials will be made available to the Contractor: Existing site and building plans and details, if they exist. It is the responsibility of the contractor to request these items if required, and to verify their completeness and accuracy at the project location Standard USAF title blocks and other drawing features to be used for final contract drawings on CD Submittal schedule format for use with MS Excel Unique fire protection or other design requirements, as applicable. 1.05 Codes, Criteria, and Regulations The project will comply with all applicable laws, National Codes and Regulations for building construction
