REPAIR OF THE RECEIVER TRANSMITTERS, APPLICABLE TO THE LIGHTWEIGHT AIRBORNE RECOVERY SYSTEM (LARS).

Performance Work Statement for Repair of the Receiver Transmitters, NSN: 5820-01-561-9642, 5820-01-662-1038SO, and 5821-01-661-5866SO. Applicable to the Lightweight Airborne Recovery System (LARS) Purchase Request: FD2060-27-00012 24 February 2026 1.0 Description of Services 1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to furnish the services and material necessary for the essential depot level repair. These services include functional testing, inspection, and packaging of the listed National Stock Numbers (NSN) items in Appendix B of this PWS. The contractor shall fault isolate, repair and test unserviceable assets along with track and resolve items affected by Product Quality Deficiency Reports (PQDR) while performing depot level repair, functional testing, inspection, and packaging. The period of performance shall consist of a one-year basic contract, plus four ordering periods. The contract type is Firm-Fixed Price Requirements. The Contractor shall perform Test, Teardown and Evaluation (TT&E) on each unit immediately upon induction. The Contractor shall complete the TT&E within 30 calendar days for routine repairs, target 15 calendar days for MICAPs and target 15 calendar days for Surges. The Contractor shall provide immediate response to ensure that time for critical item delivery requests are punctual by responding to the Supply Planner (SP) within one business day of the request with the estimated delivery date of the critical item. The Contractor shall deliver monthly status reports on time. The Contractor shall report production using the Commercial Asset Visibility Air Force (CAVAF) system by maintaining current inputs. The Contractor shall provide data on the actions conducted for each unit. The Contractor shall report as actions occur. 1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States Air Force (USAF) by providing continued support for the Receiver-Transmitters, NSN: 5820-01-561-9642, 5820-01-662-1038SO, and 5821-01-661-5866SO. Applicable to the Lightweight Airborne Recovery System (LARS). 1.3 Background: The Receiver-Transmitters were all manufactured by Cubic Defense Applications, Inc. The LARS Receiver-Transmitter contains a fully synthesized UHF receiver and transmitter, designed to receive and transmit the ID codes that interrogate the survival radios carried by downed airmen. 2.0 Services Summary Performance Objective PWS Reference Performance Threshold Ensure that Contract Data Requirements Lists (CDRL) meet the acceptable quality level. 4.2.1 The Contractor shall deliver all data/reports associated with all CDRLs, there shall be no more than one total rejection(s) of deliverables per contract year. Provide prompt delivery of Contract Data Requirements Lists (CDRL) 4.2.2 There shall be no more than one late submission(s) of deliverables per contract year. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government. Delivery of repaired assets on time. Turn Around Time (TAT) 4.3.1 Routine-delivered NLT 90 business days after receipt of asset, 100% on time. MICAP-delivered NLT 45 business days after receipt of asset, 100% on time. SURGE-delivered NLT 30 business days after receipt of asset, 100% on time. Response to a Government request for assistance. 4.3.1 The Contractor shall respond to the Supply Planner (SP) within one business day of the request with the estimated delivery date of the critical item. Follow-up assistance, if required, shall be provided by a suspense date acceptable to the Government. Contractor shall ship fastest, traceable means after DCMA acceptance 4.12 The Contractor shall ship repaired assets within five business days by fastest, traceable means after Defense Contract Management Agency (DCMA) acceptance. Provide timely and accurate reporting in CAVAF. 4.15 The Contractor shall provide data on the actions conducted for each unit and report as actions occur. Comply with the quality levels of repair necessary to return assets to serviceable condition. 4.16 There shall be no more than one validated Product Quality Deficiency Report (PQDR) per contract year. Adherence to Contractor Quality Management System (QMS) 5.9 The Program Manager and/or Engineer will review the contractors proposed Quality Program Plan (QPP) to ensure compliance with industry standards. QPP should be received within 15 business days after contract/order award. 3.0 Government Property 3.1 Contractor Responsibility: The Contractor shall be responsible for Government property in accordance with the Federal Acquisition Regulation (FAR) and as specified in the contract/order. 3.2 Government Property to be Provided: Government property to be provided includes Receiver-Transmitters, NSN 5820-01-561-9642, 5820-01-662-1038SO, and 5821-01-661-5866SO. 3.3 Reporting of Government Property: The Contractor shall have a system of internal controls to manage (control, use, preserve, protect, repair, and maintain) Government property in its possession in accordance with FAR 52.245-1, and its property management system shall be adequate to satisfy the requirements of this clause. The contractor shall record receipt and return of all Government Furnished Property (GFP), as well as the reporting of shipment, consumption, disposal, or transfer to another contract, in the GFP Module in Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil, as stipulated by DFARS 252.245-7005.
