(CUI) 1 (CUI) STATEMENT OF WORK (SOW) Project Date: 16 June 2026 Project Title: Repair Range Parking Area Project Number: CYTL222043 Project Engineer: Captain Cade MacArthur, DBCE Project Inspector: Jake Heltsley 1.0 GENERAL INSTALLATION REQUIREMENTS 1.1. Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to Repair the Range Parking area outlined in this Statement of Work at the Grayling Air-to-Ground (ATG) gunnery range, 10930 Steelgate Rd Frederic, MI 49733. The contractor shall perform work in accordance with the A-E design drawings and standards specified in the contract. The Contractor will provide construction services to construct complete and usable, parking, erosion control and stormwater infrastructure. 1.2. Background: The current Grayling ATG Range parking area consists of non-covered Portland Cement Concrete approach in front of the maintenance bay doors, aggregate surface and a storm water system to the North of the Parking area. The storm water system consists of a concrete gutter emptying into a riprap spillway, then filters through a catch basin out into a percolating pond. Michigan’s 4 seasons are challenging for Range personnel to navigate throughout the year. The range uses a wide variety of mobile units ranging from pickup trucks, all-terrain vehicles (ATV), heavy equipment, fuel trucks and landing helicopters in the South parking area. The spring, summer and fall rain events produce excess water runoff in the North parking area and without proper drainage saturation in the South parking area. The winter months have freeze/thaw cycles coupled with poor drainage create ice formations. This poses an extreme safety hazard to all personnel. Parking the mobile units and helicopters without proper drainage has severe negative impacts to operations. 1.3. Period of Performance: Services shall be completed within 365 days of the contract award. 2.0. REQUIREMENTS: 2.1. GENERAL: 2.1.1. The contractor shall schedule and perform a construction task to Repair the parking areas surrounding Building 6131 at the Grayling Air to Ground Range, Waters, MI. This location is part of the Alpena Combat Readiness Training Center (CRTC). The Contractor will provide complete construction services to create complete and operable parking areas in accordance with the design drawings and specifications. 2.1.2. Use the provided A-E Designed Construction Plans/Drawings and Specifications to complete Construction work for the Repair of Grayling Air to Ground Range Building 6131 parking areas. 2.1.3. The project includes, but is not limited to, the demolition and replacement of existing concrete pavement in accordance with the design drawings and specifications. To accommodate a larger concrete pavement footprint, complete with a drainage system. 2.1.4. The North and West parking area work includes but is not limited to concrete and bollard removal, excavation earth to reach proper subgrade, subbase Cl II compacted in place, drainage system installation, concrete pavement placement and bollard installation. -- 1 of 3 -- (CUI) 2 (CUI) 2.1.5. Additional concrete work includes concrete curb and gutter and concrete valley gutter placement. 2.1.6. The drainage system consists of catch basins, concrete piping system, PVC piping system to collect the building roof water runoff at downspouts and riprap placement at the outlet of the drainage system. 2.1.7. Protective Bollards will consist of safety yellow PVC covers, and concrete piers protect the structure from any vehicle-caused damage as directed by the owner. 2.1.8. The South parking area work includes but is not limited to adding aggregate and reshaping the aggregate surface to achieve proper aggregate depth and drainage. Riprap placement on the slopes. 2.1.9. Complete slope restoration. 5.2. After the Contractor has submitted the schedule to the Contracting Officer, requests to deviate from the schedule must be submitted in writing for the Contracting Officer’s approval. 2.2.1. Provide a Superintendent to oversee the Contractor’s workforce. 2.2.3. Take proper safety measures to secure work areas before beginning construction work. Scheduling and timing for construction work will be approved by the KO/COR to mitigate the effect on mission and visiting units for all buildings in the attach plans. 2.2.4. The work will be routinely inspected by the Alpena CRTC CES for quality assurance. Any deficiencies will be addressed by the contractor as they occur. 2.3. The contractor is responsible for disposal of all removed materials and must follow the proper disposal and recycling requirements. 2.3.1. Warranty: Contractor shall provide a one-year warranty on workmanship of the entire construction project in addition to any manufacturer’s warranty on materials installed. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty will be issued to the Government. 2.3.2. Submittals: Material submittals shall be submitted, reviewed, and approved prior to installation. The Government will review the submittals and provide comments/approval within 14 days. All comments shall be addressed prior to beginning construction. Also, any shop drawings that are required shall be submitted for Government review. The shop drawings review will be returned to the contractor within 14 days. Refer to AF Form 66 for any additional submittals 2.4. PROVIDE CLEAN UP: The Contractor shall dispose of waste generated by work outlined herein and restore grounds to approximate original site conditions. 3.0. DESIGN POLICY AND CRITERIA: 3.1. PROJECT CRITERIA: Performance shall conform to relevant codes and standards as set forth by the Department of Defense, Alpena CRTC and Occupational Safety and Health Standards: 3.1.1.
