Statement of Objectives (SOO) For Roof Repair for Office Building
Purpose
The objective of this project is to repair, restore, and waterproof the roof of the office building to provide a leak-free environment, prevent damage to internal inventory and equipment, and maximize the operational lifespan of the roof.
Background
The Federal Emergency Management Agency (FEMA) is seeking to establish a service contract for roof repair services at Building C-54, Naval Weapons Station Earle, Colts Neck, NJ 07722. Given FEMA’s critical mission to respond rapidly to disasters, it is essential that the roof always remains completely leak-free and fully mission capable.
In 2022, FEMA successfully addressed warehouse roof leaks using a commercial-grade epoxy sealant. This solution may also be suitable for the office roof. The contractor is expected to evaluate the office roof and recommend the most effective repair method, which may include the use of epoxy or other industry-standard materials, to ensure long-term leak prevention and durability.
Scope or Mission
Mission
The scope of this effort is to secure professional roof repair services for our office building, which has a roof area of approximately 22,490 square feet. The contractor will be responsible for conducting a thorough assessment of the roof’s current condition, identifying areas of damage or concern, and recommending the most effective solutions - whether that involves targeted repairs, full restoration, or sealing as appropriate.
We are seeking a contractor with demonstrated expertise in commercial roof repair who can provide informed recommendations and implement high-quality, durable solutions. The objective is to address existing issues, prevent future deterioration, and make sure the ongoing safety, integrity, and functionality of the facility.
Scope of Work (Summary)
The Contractor shall furnish all labor, materials, equipment, and supervision necessary to repair identified defects. Key areas of work include to include, but not limited to the following:
Membrane Repair: Repair or replace damaged, blistered, or punctured areas of the roofing membrane to ensure total weather-tightness.
Flashing and Penetrations: Re-seal or replace flashing around HVAC units, vents, skylights, and pipe penetrations. Repair or replace deteriorated coping caps along parapet walls.
Drainage Systems: Clear and restore all roof drains, gutters, scuppers, and downspouts to allow proper water flow and prevent ponding.
Structural Decking: Inspect and repair any rotted, rusted, or structurally compromised roof decking discovered during the repair process.
Performance Objectives and Requirements:
The contractor shall conduct a comprehensive inspection of the existing roof to identify all leaks and areas needing repair, coordinating site visits with the designated Contracting Officer’s Representative (COR) and Contracting Officer (CO) to determine the full scope of work.
Within 5 days of the site visit, the contractor shall provide recommended solutions, including an estimated completion timeline, detailed cost estimate, and a summary of all necessary repairs.
Performance Criteria:
Watertightness: The completed roof must be entirely leak-free and capable of withstanding local weather extremes.
Code Compliance: All repairs must comply with New Jersey Building Codes (if applicable).
Asset Protection: The contractor must implement a property protection plan to prevent interior dust, debris, and water intrusion during repair.
Contractor Deliverables:
Design and Methodology: Provide a detailed technical approach, including recommended materials (i.e. such as TPO, EPDM, or modified bitumen) and an execution plan.
Warranties: Offer a minimum of 3 years + no-leak guarantee covering both workmanship and materials.
Safety Plan: Submit a site-specific safety and risk management plan for working at industrial heights.
Period of Performance:
All repairs and final cleanup must be completed within 1 year from the date of award.
FEMA will defer to the contractor as to when is the best time to perform the above-mentioned repairs.

Operating Constraints
Contractor employees shall perform all work between the hours of 7:00 AM and 4:30 PM EST, Monday through
Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be
required to work other than normal business hours, including weekends and holidays, to fulfill requirements.

2. Security Information for NWS Earle: Naval Weapons Station Earle’s security performs a background check utilizing the NAVSEC 5512, form will be provided to all contractors requiring access. Instructions will be provided with form. All personnel entering the Naval Base. Driver’s must be U.S. citizens and are required to present a valid Real ID,
driver’s license, vehicle registration, and proof of insurance. All commercial vehicles, exterior and interior, will be
thoroughly inspected by Naval base security.
