Portable Toilet Services for Acadia National Park
Scope of Work
This Statement of Service (SOS) outlines the requirements for a vendor to provide portable toilet
services at Acadia National Park. The vendor will supply, install, maintain, and service portable
toilet units at two designated locations: the summit of Cadillac Mountain and Sand Beach.
Supplemental Explanation
Please note the following clarification for this service requirement; the portable toilets are
intended to serve as a backup in emergency situations ONLY. The portable toilets will MOSTLY
be secured and closed during the service period. Regular restroom usage will be the standard
visitor experience. Both Cadillac Mountain and Sand Beach are experiencing failures of the
septic system leach fields. Daily pumping of septic holding tanks is occurring right now to allow
use of the constructed park restroom facilities. There are days that can occur randomly when
local wastewater treatment facilities will deny the delivery of collected sewage from pumping
companies and the septic tank pumping cannot occur. ON those days, the portable toilets will be
opened for use, and only on those days that the regular tank pumping cannot occur. The scope of
services will be updated to clarify the requirements.
Requirements
• Cadillac Mountain Summit: Supply and install 10 portable toilet units. Two of the ten
units must be universally accessible and compliant with accessibility guidelines.
• Sand Beach: Supply and install 16 portable toilet units. Four of the sixteen units must be
universally accessible and compliant with accessibility guidelines.
Service and Maintenance
The vendor shall perform pumping and cleaning services for all units at both locations twice per
week. All waste must be removed in accordance with local, state, and federal regulations. Units
must be pumped, cleaned, sanitized, and restocked with necessary supplies during each service
visit.
Revised Service and Maintenance Statement
The vendor shall perform pumping and cleaning services for all units at both locations when
called upon to do so. The portable restrooms will remain closed and unavailable to public use
most of the time. The vendor will be notified immediately, or with as much lead time as possible,
that the portable toilets will need to be opened for public use. The vendor, upon notification of
the opening of the units, will need to begin daily service within 12 hours, such that the units are

cleaned, pumped and serviced each day that they are open to the public. The units will remain
open only as long as needed to restore the daily pumping of the septic holding tanks. When
regular pumping of the tanks is restored, the vendor can complete a final service and cleaning,
and the units will be returned to their closed and secure condition, not available to public use.
The intent is that the portable units are only to be open during an emergency. Without portable
toilets as a backup to daily pumping, these public areas would need to be closed.
Contract Period
The contract will commence upon award and continue through October 31, 2026. Any changes to
the schedule or quantity of units must be approved in writing by the contracting officer.
Vendor Responsibilities
• Ensure timely delivery and installation of all units. The base bid for this contract will be
the fee for placement plus the rental fee for the period of performance, plus the removal
fee for the units at the end of the period of performance. This will be referred to as the
Rental Fee. The rental fee is a guaranteed price.
• Perform pumping and cleaning daily when the units are open. This will be a separate bid
line item and be referred to as the Daily Service Fee. The Daily Service Fee will be
invoiced and paid out monthly if service days are required.
• Maintain the units in good working order and promptly address any issues or complaints
reported by the contracting officer’s representative.
• Provide all necessary labor, equipment, and supplies for the services described.
• The park will work with the contractor to determine the location and placement of the
units.
Pre-Bid Site Visit
A pre-bid site visit is scheduled for July 15th at 8:00 in the morning. Details of the meeting
location are forthcoming.
