1. PROJECT INFORMATION
This section provides an overview of the project.
1.1. PROJECT SUMMARY
This project will be based on the scope of work template for the national courthouse hardening
program. The contract work incorporates site demolition, asphalt pavement, concrete pavement,
curbs, fencing, gates, landscaping, storm draining, windows & security glazing, security systems and
electrical work. See Section 2.1 for detailed project requirements.
The Contractor shall coordinate work and gain approvals required in this Statement of Work (SOW)
with the Contracting Officer (CO) and Contracting Officer’s Representative/Project Manager
(COR/PM) as required.
1.2. PROJECT BACKGROUND
This asset, built in 1974, is comprised of a Seven-story office building and an attached three-story
courthouse with full basement. The building is of masonry and steel construction containing 225,291
RSF. This asset has a multitude of tenants, with the major tenants being the, U.S. District Court, U.S.
Bankruptcy Court, and DEA. This asset is located within the CBD for the City of Rochester.
1.3. CONTRACT TYPE
This contract is a firm-fixed price contract. The services required shall include, but shall not be
limited to, the following:
● Contract Management
● Construction Services including Materials, Labor, and Supervision
● Professional Inspection and Testing Services
1.4. DELIVERY TYPE
The project is Construction Services for Design-Bid-Build delivery type.
1.5. PROJECT OBJECTIVES
To be considered successful, the project must achieve the following objectives:
● Deliver the project on time and within budget
● Complete the project with no security violations or safety incidence
● Establish and maintain positive relations with the tenant(s), public authorities, jurisdictions and
neighborhood
● Ensure a safe work environment during construction for workers and authorized visitors on the
construction site
● Manage the completion of the project with the spirit of partnering and without litigation
● Provide timely reports and communications
● Ensure that all sensitive documents are handled, distributed, archived and destroyed according to
established project procedures
● Follow all security requirements in the delivery of this project

1.6. PROJECT SCHEDULE
The overall Period of Performance shall be 240 calendar days from Notice To Proceed (NTP) to
Project Closeout, based on the following:
● NTP to Substantial Completion 240 calendar days after NTP
● Submit All HSPD-12 Clearance Applications 30 calendar days after NTP
