Description
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
2. Description of Supply: This is a supply contract for the purchase and delivery of two (2) Stand-Up Counterbalance Forklifts to Tobyhanna Army Depot (TYAD), Pennsylvania.
3. Background: The forklifts are needed in support of establishing a new workload at TYAD. The forklifts will be used for material movement primarily in warehousing, distribution center, and manufacturing environments.
4. Scope: The Contractor shall provide non-personal service(s). The Contractor shall provide the purchase and delivery of two (2) Stand-Up Counterbalance Forklifts to TYAD Pennsylvania.
5. Description of the Supplies:
Functions to be performed: The item shall be a self-propelled, electric-powered industrial vehicle designed to perform the following functions, primarily in warehousing, distribution center, and manufacturing environments where maneuverability and frequent on/off operator tasks are common:
Vertical Load Management: The item shall perform the function of lifting and lowering palletized and non-palletized goods to and from various heights, including storage racks, staging areas, and transport vehicles.
Narrow-Aisle Transport: It shall transport loads through facility aisles and confined spaces that are too restrictive for larger, sit-down forklifts.
High-Maneuverability Positioning: The forklift must perform tight-radius turns and pivot within its own axis to navigate congested work areas, loading docks, and production lines.
Rapid-Cycle Load Handling: It shall perform functions that facilitate quick and efficient load handling cycles (picking, moving, and placing) by allowing the operator to frequently and safely step on and off the vehicle.
Load Stabilization and Placement: It shall perform tilting functions (mast tilting forward and backward) to safely secure loads during transport and accurately place them at their destination.
Fine Load Adjustment: The item must perform lateral (side-to-side) fork adjustments via a side-shifter function to allow for precise alignment with pallets and loads without repositioning the entire vehicle.
Standing Operator Control: It shall provide a protected platform and integrated control system for a single standing operator to safely execute all travel, steering, and hydraulic functions.
Signaling and Alerting: The forklift must perform the function of providing audible and visual warnings to nearby personnel, including a horn and an automatic reverse-movement alarm.
Performance Required: The stand-up counterbalance electric forklift shall meet or exceed the following performance requirements under standard operating conditions (ambient temperature of 70°F on a level, dry concrete surface).
Load Capacity and Lift Performance
Rated Load Capacity: Shall be not less than 4,000 lbs at a 24-inch load center.
Maximum Lift Height: The forks shall reach a minimum height of 185 inches from the floor.
Mast Type: The unit shall be equipped with a three-stage (FSV) mast.
Collapsed Mast Height: The overall height of the forklift with the mast fully lowered shall not exceed 85 inches.
Lift Speed:
With rated load: Not less than 65 feet per minute.
Without load: Not less than 90 feet per minute.
Lowering Speed:
With rated load: Not more than 95 feet per minute.
Without load: Not more than 90 feet per minute.
Mast Tilt Range: The mast shall be capable of tilting at least 5 degrees forward and 5 degrees backward.
Side Shifter Range: The integrated side shifter shall provide a minimum of 3 inches of lateral travel to both the left and right of center.
Travel and Maneuverability Performance
Maximum Travel Speed:
With rated load: Not less than 6.0 mph.
Without load: Not less than 7.0 mph.
Gradeability (Incline Capability):
With rated load: Shall be capable of ascending a 10% grade.
Without load: Shall be capable of ascending a 15% grade.
Outside Turning Radius: Shall not exceed 65 inches, demonstrating superior maneuverability for narrow-aisle operation.
Power System Performance
Battery System: Shall utilize a 36-volt AC electric power system.
Battery Type: Shall be a high-performance, sealed, maintenance-free Lithium-ion (Li-ion) or equivalent industrial battery. The battery must be designed for side-extraction.
Operational Uptime: A single full charge must provide a minimum of 8 hours of continuous operation under a normal duty cycle.
Recharge Time: The supplied charging system shall be capable of recharging the battery from 20% to 100% capacity in 2 hours or less.
Charger Requirements: Shall operate on a standard 480V 3-phase electrical supply.
Regenerative Braking: The system shall utilize regenerative braking to extend operational time by returning energy to the battery during deceleration and braking.
Safety and Operator Interface Performance
Braking System: Shall be equipped with regenerative braking that automatically applies upon the operator releasing the travel controller. The forklift must come to a complete and controlled stop if the operator steps off the platform.
Operator Presence Sensing: The forklift shall not travel or perform hydraulic functions unless the operator is properly positioned on the operator platform with their foot on the presence pedal.
Audible Alarms:
Horn: Shall produce a sound level of at least 90 dBA at 10 feet.
Reverse Alarm: Shall automatically activate when traveling in reverse and produce a sound level of at least 85 dBA at 10 feet.
