Submarine Tactical Oceanography (TAC-O) Training

This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.201-1, using Simplified Acquisition Procedures (SAP) found at FAR Part 12, as supplemented with the additional information included in this notice. The proposed contract action is for commercial services, in accordance with the Performance Work Statement (PWS). The North American Industry Classification System (NAICS) Code is 611430 and the Small Business Standard is $15M. (CAGE: 9YVB3) on a sole source basis in accordance with FAR 12.102(a). The instant requirement is to provide training services with a curriculum derived from submarine tactical operations. The resultant contract will be issued on a firm-fixed- price (FFP) basis and will contain a one (1) year base period, with four (4) subsequent option periods, as follows: ➢ 01 July 2026 through 30 June 2027 ➢ 01 July 2027 through 30 June 2028 ➢ 01 July 2028 through 30 June 2029 ➢ 01 July 2029 through 30 June 2030 ➢ 01 July 2030 through 30 June 2031 The sole source justification is as follows: Based on the documented training requirements and the market research comparison of Secret Squirrel LLC and various Department of War (DoW) entities as well as accredited US Universities, Secret Squirrel LLC is the only vendor capable of delivering all eight training requirements in a single training package on site at NAVOCEANO.
