Performance Work Statement
for
Tactical Combat Casualty Care Training Course for Tier III
1.0 Background: The Defense Health Agency (DHA) TCCC curriculum for Combat Medics,
Hospital Corpsmen, and Aerospace Medicine Technicians was developed by subject matter
experts from across the Department of Defense serving on a work group chartered under the
Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)). It complies with
the DoD requirement for all Service members to receive role based TCCC training and
certification in accordance with their skill-level, as outlined in DoD Instruction 1322.24,
“Medical Readiness Training,” dated March 16, 2018. Effective immediately, the
aforementioned memorandum establishes Tactical Combat Casualty Care (TCCC) policy and
training guidance for the Air Force Medical Service (AFMS).
2.0 Scope/Objective: Headquarters: Air Force Reserve Command (AFRC) requires a Firm
Fixed Price (FFP) single award IDIQ with a base year and three, one-year options from August
2026 - August 2030 for TCCC Tier III training. The minimum will be 1 training event (initial
award) for up to 110 personnel in the base year. Any other Task Order (TO) will be for 55-
person training events. It is anticipated that following the first event, two 55-person training
events may be held each calendar year, it may also be anticipated that two 55-person training
events may be held at the same time requiring the facility to have capacity to train, care, feed and
house up to 110 personnel at a time. This requirement provides Air Force reserve medical
personnel with the necessary advanced medical training for future deployment. TCCC/Tier III
standardizes instruction across the services to establish minimum training standards for the Tier
III aspect of DHA TCCC training. It is vital that Medical Treatment Facilities (MTF) (to include
Reserve and Guard Medical Units) and Line-units (Special Operations Forces (SOF), Squadron
Medical Elements (SMEs), etc.) develop training and sustainment plans, which will allow
Combat Medic Corpsman/Aerospace Medicine Technician (CMC-AMT) personnel to develop
proficiency and mastery of Combat skills which, through evidence-based data, will reduce
battlefield morbidity and mortality.
3.0 General Requirement: The contractor shall provide TCCC Tier III training services for the
Combat Medic Corpsman – Aerospace Medicine Technician in accordance with DHA/NAEMT
approved “Tier” curriculum. The contractor will be responsible for the overall execution of the
CMC-AMT course. To include the following duties but are not limited to:
3.2 The contactor shall provide the following:
3.2.1 Training:
3.2.1.1 The contractor will follow DHA/NAEMT TCCC CMC-AMT (Tier 3) course and
instructional material (course plans, train- the-trainer course, etc.) are available at
https://www.deployedmedicine.com.

3.2.1.2 A dedicated project manager that is TCCC Tier III certified to facilitate
coordination between HQ AFRC and DHA/NAEMT.
3.2.1.3 Certified TCCC DHA/NAEMT Tier III trainers will maintain a ratio of 1 instructor
per 6 students in accordance with the DHA/NAEMT standards to support
simultaneous classes for the practical application of TCCC.
3.2.1.4 A staggered start or rotating course scheduled to accommodate classes
simultaneously ensuring each class does not exceed 30 participants.
3.2.1.5 Full access to the standardized curriculum and electronic test via Deployed
Medicine.
3.2.1.6 TCCC Tier III Medical Training equipment consisting of all items listed in the
equipment list in the DHA/NAEMT standard for up to 110 students.
3.2.1.7 Develop and follow DHA/NAEMT required 64 hours of didactics, lesson plans,
and hands-on-curriculum training schedule to include opposing forces,
pyrotechnics, and training weapons as needed. Opposing forces, pyrotechnics, and
training weapons simulating stress inoculation.
3.2.1.8 Develop 24-hour schedule over an 8-day period for participants. Provide course
information to all participants at least one week prior to course start.
3.2.1.9 Ability to record video training scenarios for debrief and review.
3.2.1.10 Communicate with the HQ AFRC point of contact with any information
pertaining to any/all information on how to register for Deployed Medicine and
access course materials to students prior to course.
3.2.1.11 Incorporate training scenarios for each module/testable skill in multiple
environments in preparation for culminating event/FTX.
3.2.1.12 Execute culminating event/FTX maximizing stress inoculation by utilizing live
human patient actors (to include students, as applicable) and moulage/part task
trainers amenable to hands-on treatment of massive hemorrhage, fractures, burns,
and sucking chest wounds in an environment that simulates current potential
deployed environments.
3.2.2 Logistics:
3.2.2.1 The contractor shall have the ability to accommodate the following items for up to
110 students.

3.2.3 Transportation: The contractor shall arrange for dependable transportation to/from the
nearest airport, no more than 150 miles (from venue to airport), for all students to/from
the approved venue for up to 110 personnel. Charter buses at 12:00 PM, 3:00 PM, and
6:00 the day prior to class start. The contractor shall arrange transportation to the nearest
airport, no more than 150 miles (from venue to airport) for return to same airport of
arrival on last day of training.
3.2.3.1 The contractor shall be required to provide for travel needs of its personnel and
sub-contractors to fulfill the requirements of this PWS IAW to include travel
to/from/around all the TCCC training venue locations.
3.2.3.1.1 Lodging: The contractor shall provide gender-specific accommodations with indoor
hard billeted lodging with beds/cots for up to 110 personnel.
3.2.3.1.2 Laundry facilities: The contractor shall ensure the availability of laundry or facilities
to support up to 110 personnel.
