General Information Background The National Centers for Animal Health (NCAH) is seeking to replace its legacy AmegaView Temperature Monitoring System (TMS), which is currently at end-of-life (EOL) status. The replacement system is required to monitor critical laboratory environments, including ultra-low temperature units, refrigerators, freezers, incubators, water baths, CO2 levels, humidity and Ln2 Liquid Nitrogen tanks. 2.0 Purpose The purpose of this acquisition is to obtain a TMS Services and Support contract that includes full installation, decommissioning of AmegaView, onsite software annual license renewal, maintenance training, and equipment calibration support services for the NCAH laboratories. 3.0 Scope Vendor will be expected to furnish and install a temperature monitoring system across NCAH located in Ames, Iowa. NCAH has over 90 buildings sitting on 520 acres (Campus map is attached). NCAH will initially have a requirement for 1150 probes (as identified on the excel spreadsheet attached) that will be installed on -80 and -20 freezer, refrigerator/freezer combo units, refrigerators, water baths, Liquid nitrogen tanks, CO2 levels, humidity and incubators across the campus, and will require a transmission system that is cellular capable and will span across the entirety of the NCAH campus. The price includes all required equipment, training and installation/ oversight of the system. The Vendor will be required to work closely with the Contracting Officer, Contracting Officer Representative and Calibration Program Manager to develop a rollout design and plan. The design drawings will include required system gateways, transmitters, temperature sensors, and identification of software required to operate the system. The Vendor shall manage support regarding specific deliverables that are provided below Vendor will include all licenses for the first year of operation as well as installation and training required to operate the system. Vendor will provide on-site supervision for all personnel performing installation in support of the USDA NCAH. Contract Requirements Technical Requirements | Tasks The vendor shall perform and provide: On‑Site Technical Support Provide an on‑site technician for up to twenty‑four (24) weeks per year to support system operation, maintenance, calibration, and troubleshooting. Preventive Maintenance and Operational Verification Perform preventive maintenance and operational verification for all system components and monitoring points in accordance with ISO‑compliant procedures. Document all activities and provide required certificates or checklists. Calibration Calibrate all designated NCAH monitoring points as identified by the Government and in accordance with the design maps. 2. Provide calibration records meeting ISO, traceability, and USDA documentation standards. 4.1.4 Documentation Requirements 1. Provide full ISO‑compliant documentation for all maintenance, verification, calibration and accredited certificate reports, installation, and configuration activities.2. Ensure documentation is complete, legible, and submitted within required timeframes. 4.1.5. Software Maintenance and Upgrades 1. Install all Vendor‑provided software updates and upgrades necessary to maintain system functionality and compatibility2. Coordinate all software actions with USDA IT security requirements. 4.1.6. Battery Replacement and Hardware Checks 1. Provide and install new batteries for all system components as required.2. Perform a functional inspection of all hardware in accordance with Vendor SOPs. 4.1.7. Dialing, Panel, Battery Network, and e-mail Testing. 4.1.8. Probe Verification 1. Independently verify readings for all probes at least once annually, for all probe types.2. Provide a verification certificate for each probe. 4.1.9 Provision of Equipment and Materials 1. The Contractor shall furnish all items required for system functionality, including but not limited to:• receivers, transmitters, software, add‑ons, probes, tools, cables, and batteries• monitoring capabilities for:– Temperature: ‑160.0°C to +60.0°C– Relative humidity: 0% to 100%– Carbon dioxide: 0% to 100%– Oxygen: 0% to 100%integrated within the software platform 4.1.10. National Institute of Standards and Technology (NIST) Certifications. 4.1.11 Installation and Installation‑Related Troubleshooting 1. Provide expert installation services.2. At no additional cost, provide any unanticipated equipment necessary to ensure full monitoring functionality.3. Resolve installation‑related issues in accordance with system requirements and manufacturer specifications. 4.1.12 Corrective Maintenance and Issue Resolution 1. Provide expert troubleshooting and corrective action for all hardware and software issues within five (5) calendar days of Government notification. Wire inspections and repairs. 4.1.13 Warranty and Replacement 1. Provide no‑cost replacement of any Contractor‑supplied items that fail within the first twelve (12) months of installation or service activation. 4.1.14.
