1 PERFORMANCE WORK STATEMENT (PWS) NON-PERSONAL SERVICE CONTRACT TRAVIS AFB CA The Peak Airmen Ministry Center Coordinator 1. CONTRACTOR POSITION TITLE: The Peak Airmen Ministry Center Coordinator 2. SCOPE OF RESPONSIBILITIES: 2.1. Serves as resource person, advisor, and coordinator of religious and fellowship programs for The Peak Airmen Ministry Center at Travis AFB, CA. The Peak supports individual rights under the First Amendment to the US Constitution, providing an opportunity for everyone to freely exercise their religious beliefs. The coordinator consults and coordinates with The Peak Chaplain and/or Religious Affairs Airmen, who in turn monitors the contractor's work. The primary customers at this facility are Junior Airmen. 2.2. The Peak Coordinator seeks to create an environment in which spiritual and character development can thrive for peoples of all faiths. This is achieved by laying the groundwork for programs which foster authentic community. 2.3. Programs are to be developed in concert with the Airmen Leadership Team (created by the coordinator and comprised of junior enlisted airmen) and the Peak Chaplain Religious Support Team. In addition to Airmen’s programs, the coordinator leads the Airmen Leadership Team to create community service opportunities for Airmen. 3. EDUCATION AND EXPERIENCE REQUIREMENTS. The Contractor: 3.1. The applicant shall provide a resume. 3.2. Must be at least 18 years of age and hold an associate’s degree or greater, preferably in ministerial studies. 3.3. Must have at least two (2) years of experience in singles ministry in a local church, para- church organization, or military chapel ministry. 3.4. Must possess a high level of interpersonal skills and be able to organize and direct the operation of coffee shop and other equipment usually associated with young adult ministry. 3.5. Must possess character traits that allow healthy, functional interpersonal relationships with co-workers, patrons, volunteers, and chapel staff. 3.6. Must be able to professionally support and work with people of all faiths. 3.7. Must have an ability to organize and administer programs with minimal oversight. 3.8. Must be physically and mentally able to provide oversight for the safety and well-being of all volunteers assigned to them. -- 1 of 7 -- 2 3.9. Must maintain professional standards of conduct and public decorum, including, but not limited to, dress and grooming. 3.10. Must be able to undergo a successful criminal history check at local, state and national levels. GENERAL RESPONSIBILITIES. The Contractor will: 4.1. Coordinate all advertisements, activities and requests through The Peak Chaplain and/or Religious Affairs Airmen. Contractor will create and print advertisement fliers, and obtain approval from the chaplain. Monies for that must be acquired by completing and submitting a funds request to The Peak Chaplain and/or Religious Affairs Airmen and waiting for approval. Then a project officer will be designated to make the purchase. 4.2. In coordination with The Peak Chaplain and/or Religious Affairs Airmen, the contractor recruits, trains, mentors and schedules the Airmen Leadership Team that develops and implements programs to achieve the mission of The Peak. Coordinator will ensure all leaders are trained, agree and conform to The Peak Ministry Plan rules, and sign The Peak Volunteer Agreement and Chaplain Corps Volunteer Performance Agreement Memorandum. 4.3. Ensure The Peak is staffed with volunteers in addition to the Leadership Team to maintain the hours of operation, Monday through Saturday from 1800-2200 or as directed by The Peak Chaplain. 4.4. Beverage Preparation. The Peak shall prepare beverage items utilizing barista type equipment (e.g., espresso machine, coffee bean grinder) in accordance with a posted menu, maintained and updated by the Peak. The Peak shall provide the Peak Chaplain and/or Religious Affairs Airmen proposed menu with breakdown of supplies pricing list semi-annually. Non- alcoholic beverages will be prepared to customer satisfaction. 4.5. Monthly Expenditures. The Peak shall account for all monthly supply expenditures in accordance with AFI 52-105, Chaplain Corps Resourcing. Request for operating funds shall be submitted via AF Form 4356 to the CTOF Account Technician no later than the 25th day of each month. A designated Project Officer will need to be made to make the purchases with funds provided by the Chapel. 4.6. Design The Peak publicity documents to advertise in appropriate base venues in coordination with The Peak Chaplain and/or Religious Affairs Airmen. 4.7. The Peak shall restock all products associated with serving non-alcoholic beverages, flavored syrup, etc. as required in the performance of this requirement. Ensure The Peak is properly supplied with snacks, drinks, and paper products (cups, napkins, etc…). Monies for that must be acquired by completing and submitting a funds request to the Account Manager and waiting for approval. Then a project officer will be designated to make the purchase. 4.8. Ensure The Peak is regularly stocked with appropriate religious literature approved by The Peak Chaplain who will clear through the Wing Chaplain. Ensure no literature that denigrates any religious group is posted at The Peak (IAW AFI 52-101 Para 1.2.1.1.3.2.). The -- 2 of 7 -- 3 contractor will report literature that violates this standard to The Peak Chaplain and remove it immediately. 4.9. Ensure computers are properly maintained, operational, and secured. Will promptly report within 2 days any problems to The Peak Chaplain and/or Religious Affairs Airmen. 4.10.
