PERFORMANCE WORK STATEMENT (PWS) South Grand Prairie High School Task Force Lone Star JROTC Cadet Leadership Challenge (JCLC) Camp JROTC Cadet Leadership Challenge (JCLC) United States Army Cadet Command 5 th Brigade JROTC Programs June 8-11, 2026 Part 1 General Information 1. General: This is a non-personnel services contract to provide services to support the South Grand Prairie High School Task Force Lone Star JROTC Cadet Leadership Challenge (JCLC) Camp for 130 Cadet and 30 Cadre during the period June 8-11, 2026 The Government shall not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide co-located lodging facilities, training facilities, meals services, furniture, equipment, supplies, facilities, medical services, tools, management and labor as specified herein, for the South Grand Prairie High School Task Force Lone Star JCLC Camp Challenge during the period June 8-11, 2026. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this PWS. 1.2 Background: The contractor shall have the proven capability to provide billeting, food service, transportation, medical support with specialized facilities and activity areas required to support the South Grand Prairie High School Task Force Lone Star JCLC. 1.2.1 The Leadership Challenge is an annual requirement for all JROTC units. The camp must have the capability to provide co-located billeting, food services, co-located lodging and specialized facilities and activities areas required to support the Phoenix Union High School District JROTC Programs. Task Force Lone Star JCLC Camp consists of twelve (12) Texas High Schools: • South Grand Prairie High School • Alvarado High School • Richardson High School • Lake Ridge High School • Berkner High School • Summit High School • MacArthur High School • Lake Highland High School • Legacy High School • North Crowley High School • J.J. Pearce High School • Rock Hill High School -- 1 of 13 -- 1.3 Scope: The contractor shall provide co-located facilities, furniture, equipment, supplies, management, supervision and labor to provide lodging accommodations, as specified herein, for the South Grand Prairie High School Task Force Lone Star JCLC for 130 Cadets and 30 Cadre from thirteen schools on June 8-11, 2026 The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this PWS. The contractor shall perform to the standards in this contract. 1.4 Objectives: The objective of this contract is to: ● Provide Cadets an opportunity to test their Leadership skills in an unfamiliar environment. ● Allow Cadets a chance to participate in citizenship building exercises. ● Give Cadets the opportunity to experience living and interacting with their peers from other JROTC units. ● Instruct leadership-type skills to Cadets in a “hands-on” military-type environment. Provide an opportunity to participate in adventure training not normally available to Cadets. 1.5 General Information: 1.5.1 Quality Control Plan (QCP): The contractor’s existing quality assurance system shall be utilized in accordance with FAR 12.105 (CD 2026-O0028). 1.5.2 The Contractor shall inform the COR of issues or potential issues that might affect the performance within seven (7) days of the event start date. The contractor shall be reachable between 0700 – 2100 Monday through Friday to identifying those issues. Verbal reports shall be followed by written reports within five (5) days. 1.5.3 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds). 1.5.4 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal. 1.5.5 U.S. Holidays: Reserved. -- 2 of 13 -- 1.5.6 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide, however, they may differ. Please refer to the following. 1.5.7 Contractor Support Hours: The Contractor shall provide support between the hours of 0700 – 2100, 8 June 2026 through 11 June 2026. The Contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential. 1.5.8 Place of Performance: Place of performance will be the contractor’s location.
