Work for this project requires the contractor to be responsible for furnishing and supplying all labor, materials, equipment, miscellaneous items, freight and delivery, supervision and other facilities necessary to complete the work set forth in the plans and specifications. 1. Base Item Scope of Work: Rehabilitate existing inoperable water well to meet Alaska Department of Environmental Conservation Drinking Water regulations; including, thawing frozen well, installation of well discharge pipe, heat tape, and well pump; replacement of existing potable water storage tank and stand with new water storage tank and stand; installation of piping, valves, storage cabinet, and government furnished filtration equipment; testing of photovoltaic system, replacement of photovoltaic batteries; associated electrical and controls; water and pipe testing; associated trench excavation, backfill, and earthwork; and restoration of disturbed areas. 1.2 LOCATION A. Work under this Contract is located near Chicken, Alaska. The work site is at the Walker Fork Campground at Milepost 82 of the Taylor Highway. 1.3 GENERAL SITE CONDITIONS AND WEATHER A. The elevation of the site is approximately 1,500 feet above mean sea level. The project site is typically open June to September. 1.4 USE OF PREMISES A. Use of Site: Confine constructions operations to immediate area of work. Do not disturb portions of Project site beyond areas in which the Work is indicated. B. Government Occupancy: Government personnel will continuously occupy areas immediately adjacent to the work area during the construction period. Provide a minimum of 72 hours advance notice to the Contracting Officer (CO) of activities that may impact the Government’s normal operations. Coordinate all construction activity at the Walker Fork Campground with the CO who will inform BLM Field Personnel to minimize impacts to the operation of the Campground. C. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. D. Driveways and Entrances: At all times keep driveways, parking areas, and entrances serving campground premises clear and available to Government, Government's employees, and the public. 1.5 WORK RESTRICTIONS -- 5 of 62 -- WALKER FORK CAMPGROUND WATER WELL REDEVELOPMENT 010150 – 2 BLM-EASTERN INTERIOR FIELD OFFICE GENERAL REQUIREMENTS A. Do not schedule work during Saturdays, Sundays, or Federal Holidays without written consent from the Contracting Officer. B. Project Scheduling: Schedule work to minimize impacts to government. Minimize the length of time the District Office electrical and telecommunication systems are non-operational. To the extent possible, install the new telecommunication system while the existing telecommunication system is operational. 1.6 CONTRACTOR’S RESPONSIBILITIES A. Provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. Minimize disturbance of all undisturbed areas. B. Utility Locates: Secure and pay for all utility locates in the work area, both utilities and private BLM utility lines and services. 1. The Government shall advise the Contractor to the general existence of Government utilities in the project area. The Government will not physically locate any utilities. C. Environmental: Excavate fuel or oil spills caused by the Contractor to a depth of 12 inches beyond contaminated material and remove for the work area. Strictly observe prescribed measures to prevent water pollution to nearby water resources. All costs involved in cleanup of spills caused by the Contractor are the Contractor’s responsibility. 1.7 FIELD VERIFICATION A. Field verify all new and existing dimensions affecting the work of this contract before ordering products. 1.8 PERMITS AND INSPECTIONS A. All permits, licenses, or inspection fees which are required by the Alaska State DEC shall be obtained and paid for by the Government when such permits, Licenses or inspection fees are necessary for the prosecution of the work. The Bureau of Land Management as a Federal Agency on Federal Land is not subject to and does not require building permits or inspections and is also not subject to Alaska State Fire Marshall permits or inspections.
