Statement of Work For Water Purification System CONTRACT PROJECT: Title: Maintain and service water purification system NCAPP. Location: USDA, APHIS, PPQ, National Center Applied Plant Protection (NCAPP), BARC-East, Building 580, laurel, MD 20708 Performance Period: One (1) one-year base period and four (4) one-year option periods shall be awarded as a result of this synopsis/solicitation. The total duration of this contract shall not exceed five (5) years. Project Background: The NCAPP opened in 1979 to safeguard agricultural resources from the risks associated with the entry, establishment or spread of exotic plant diseases from foreign germplasm to be introduced into the United States. Additional expansion projects at NCAPP in the 1980’s and 1990’s added facilities for the Plant Protection Quarantine (PPQ), Plant Health Program (PHP), National Botanist’s and Beltsville Plant Inspection Station, and the PPQ Center for Plant Health Science and Technology (CPHST) Beltsville Laboratory. The most recently completed NCAPP expansion added an additional facility for the foreign plant germplasm testing program and included the specially constructed BSL-3 Enhanced Laboratory and Greenhouse. The NCAPP also provides world leadership and excellence to ensure the plant germplasm designated for release into the U.S. Germplasm Resource System is free of exotic plant pathogens and supports the preservation of global plant genetics resources. The facility has a water purification system that is over 20 years old and functions on campus that requires maintenance and service. This Maintenance will include the existing system including but not limited to the carbon filter, water softening system, booster pumps and all system piping, loop piping. The system shall utilize the existing storage tanks. Maintain water purification system that shall include but not limited to Carbon Filter, Water Softening System, and Reverse Osmosis System and distribution pumps with Hand, Off, Automatic control with automatic alternation of the pumps. The proposal shall include a quote for one year of quarterly preventative maintenance to be performed on the water purification system plus four additional option years. Project Description: Contractor shall provide all labor, tools and materials to service the existing water purification system and maintain water purification system on campus for a Guaranteed Maximum Price. This contract will include pricing for one year of quarterly preventative maintenance to be performed on the water purification system plus four additional option years. The contractor shall develop a preventive maintained schedule for review and approval before services commence. Work Sequence: All work shall be performed during normal business hours M-F from 6:30 am until 4:30 pm unless otherwise approved by the Program Project Manager (PPM). Contractor Use of Premises: The crew will have limited use of the premises while performing the Water Purification System. All contractors must sign in and sign out each day at the Security Guard desk. Confine operations to areas within the area and outside surrounding areas. Do not disturb portions of the site beyond the Building. Contractors will not be allowed to enter other areas of the facility unless escorted and on official business. Keep driveways and entrances serving the facility clear and available to USDA, facility employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize space and time requirements for storage of materials and equipment at a preapproved on-site location. Contractor is responsible for scheduling, receiving, and off-loading all deliveries. Preventative maintenance shall include but not limited to: All labor and materials needed to perform the required maintenance shall be included. Quarterly: Inspect & Record activated carbon filter performance data. Perform function check water softener. Perform reverse osmosis function check. Perform storage tank function check. Replace reverse osmosis pre-filter cartridge. Fill brine tank with salt. Inspect & Record system feed water chemistry. Inspect & Record softener performance data. Inspect & Record reverse osmosis performance data. Inspect & Record storage tank performance data. Inspect & Record pump performance data. Bi-Annual: Exchange carbon tanks. Document final water quality EXCH MIXED BED DI Annual: Replace vent filter and perform maintenance on the vent filter assembly. Sanitize reverse osmosis unit. Perform maintenance and sanitize storage tank. Perform maintenance and distribution loop piping. Field Investigation and Site Survey: The contractor shall coordinate, schedule and conduct site investigations and project meetings at the project location with PPM and EPM. Compliance with Building Codes: In accordance with Public Law 100-678, Federal Agencies must comply with National Building Codes, Local Building Codes, and Zoning Ordinances.
