STATEMENT OF WORK (SOW) Front Office Window and Wall Security Upgrades Background The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT)has a requirement for contractor-provided support services to remove the existing noncompliant front office windows and replace them with wall framing, interior drywall, and exterior trim to remedy security audit findings. 1.1 Places of Performance Williamsburg, VA 1.2 Authorized Users Naval Undersea Warfare Center Division Newport, RI. 1.3 Sponsors -PMS 485 1.4 Types of Funding -OMN Scope The contractor shall provide the tools and hardware to remove the existing front office windows, install metal wall framing, acoustic insulation, and drywall in accordance with Wall Type A construction specified in Intelligence Community Directive-705 (without modification to the existing window headers or structural modifications to the building), install exterior trim and caulking to match the metal building siding, and perform interior painting and caulking to match the current office spaces. This will also include preparing the worksite and worksite cleanup after completion. All work completed on-site shall be completed during normal business hours. Normal business hours are defined as the established 8-hour work period between the hours of 0700 and 1500, Monday through Friday, excluding weekends and federal holidays. All work shall be performed in strict accordance with the Applicable Documents listed in Section 3.0. The primary tasks include the removal of nine (9) exterior windows and the construction of new wall sections in their place. 4.0.1 Specific Tasks The Contractor shall execute the following specific tasks: Demolition and Removal: Sequentially remove a total of nine (9) exterior windows from the first and second-floor front offices. This consists of: Eight (8) windows measuring approximately 6’ long by 3.5’ tall. One (1) window measuring approximately 6’ long by 6’ tall. Wall Construction: Within the existing window headers, and without structural modification to the building, construct a new wall section for each removed window. The wall construction shall conform to the Intelligence Community Directive (ICD) 705 requirements for a Type-A acoustic wall, as detailed in Figure 2 of Appendix A. This includes, at a minimum: Installation of metal stud wall framing. Installation of acoustic insulation with a Sound Transmission Class (STC) of at least 50. Installation of interior and exterior-facing drywall. Exterior Finishing: Install new metal sheeting and exterior trim that matches the existing exterior of the building in form and color as closely as practicable. For all exterior gaps, screw holes, and penetrations, apply RF-blocking caulking to limit electromagnetic leakage. Interior Finishing: Finish and caulk all interior drywall seams. Paint the new interior wall surfaces to match the existing paint color and finish of the adjoining office spaces. 4.1 Pre-Work Coordination Prior to the commencement of any on-site work, the Contractor shall coordinate a pre-performance conference with the Government Technical Point of Contact (TPOC). The purpose of this conference is to review the Contractor’s project schedule, safety plan, site access procedures, and permitting status. Contact information for the TPOC and COR will be provided at the time of contract award. For questions prior to award, potential offerors shall contact the Contracting Officer as specified in the solicitation. 4.2 Contractor-Furnished Equipment and Materials The Contractor shall be responsible for providing all management, labor, tools, equipment, materials, and transportation necessary to perform the work described in this SOW. This includes, but is not limited to, any required generators, scissor or bucket lifts, dumpsters for waste disposal, construction materials, and all associated hardware required for project completion and site cleanup. 4.3 On-Site Safety and Conduct 4.3.1 Safety Compliance. All Contractor personnel shall comply with all applicable federal, state, local, and host installation safety regulations, including, but not limited to, Occupational Safety and Health Administration (OSHA) standards. The Contractor shall ensure its employees attend a mandatory Government-provided safety orientation brief upon their initial arrival at the facility. 4.3.2 Personal Protective Equipment (PPE). The Contractor shall be responsible for providing and ensuring its employees use all necessary PPE appropriate for the tasks being performed. 4.4 Work Execution, Phasing, and Interim Site Security 4.4.1 Phased Execution. To maintain facility security and minimize operational disruption, the Contractor shall execute the window removal and subsequent wall construction in a strictly phased approach. The Contractor shall perform demolition and active construction on only one (1) window site at a time. The Contractor shall not commence demolition on a subsequent window site until the exterior envelope of the current site is fully framed, weather-tight, and physically secured, unless prior written authorization for concurrent work is granted by the Contracting Officer. 4.4.2 Interim Site Security. Because complete wall construc…
