SYNOPSIS / PRE-SOLICITATION NOTICE
The Department of the Interior-National Park Service (NPS) Contracting Operations East intends
to issue a Request for Proposals (RFP) to award a Firm-Fixed Price construction contract for the
replacement of Moat Boardwalk located within Fort Frederica National Monument. The project
location is 6515 Frederica Rd. St. Simons Island, GA 31522.
The work to be performed must include all labor, materials, tools, equipment, supplies,
transportation, and supervision in accordance with the Statement or Work and Drawings that will
be included as attachments when the formal solicitation is issued.
PUBLICIZING
This announcement serves to comply with the required minimum 15 days that the synopsis
should be posted as per FAR 5.203(a). Solicitation with the specifications and drawings will be
posted around the week of April 29th, 2026, and will remain posted for a period of 30 days as
per FAR 5.203(c).

at this time.
This requirement is being prepared in accordance with FAR Part 36, Construction Contracts,
and will be solicited as 100% Total Small Business Set-Aside.

TYPE OF PROCUREMENT
It is anticipated that a Firm-Fixed Price Construction Contract will be awarded requiring
submission of a technical proposal, price proposal, as well as past performance including similar
job history documentation. The Government intends to award (1) one contract resulting from this
solicitation to the responsible offeror whose offer conforming to the solicitation, will be most
advantageous and provide the best value to the Government in regards price and other factors
considered. Payment Bonds for construction contracts will be required in accordance with FAR
28.102-2(c).
The contract is expected to be awarded on or around SEPTEMBER 2026. Federal Construction
Wage Rates for Glynn County, Georgia will apply.

SAM REGISTRATION
All interested offers MUST have an active vendor record in SAM.gov, be a Small Business under
the identified NAICS Code 238990 – All Other Specialty Trade Contractors (Size Standard:
$19.0M) and NOT have any active exclusion such as a delinquent federal debt or debarment.
Contractors must be registered at the SAM.gov - System for Award Management - to qualify for
and receive Federal contract awards.
SITE VISIT
Only one (1) site visit will be scheduled for this requirement. A date, time, and meeting location
will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site
visit to inspect the site and to ensure they fully understand the requirements and conditions that
may affect the cost of the project, specifications, and performance.
NOTE:
This solicitation will be issued electronically as will any amendments via SAM.gov. The
Government is under no obligation to maintain a bidder's list. It is the potential offeror's
responsibility to monitor SAM.gov for any amendments, updates, and responses to
questions/answers.
All responsible sources may submit a proposal which shall be considered by the agency. Failure
to obtain any amendments and respond to them by the date and time set for receipt of
proposal/quotes or amendments may render the offeror nonresponsive and result in the rejection
of the offer.
All prospective contractors are required to submit or upload their organization’s representation
and certifications on SAM.gov prior to submitting their offer. Failure to do so will render an offer
nonresponsive. No verbal or telephone offers will be accepted.
