Question #13.b. Response - Indicates the Contractor is required to store up to 25,000 gallons of fuel.
On Sheet M-601, the storage requirements are shown on a table and indicates that the most temporary storage required is in TAST-02 in the amount of 2,742 gallons.
ANSWER: The tanks on the fuel oil schedule are the tanks required to hold the fuel oil, gasoline and E85 for use while the USTs/ dispensing units are down. AST 04 (see Attachment 3 – 100 Percent Submittal Drawings 653-23-100, page 35 of 63) is the tank being used for temporary fuel oil for the boilers and is not new. Additionally, these units are for use during construction. There will be excess fuel to be stored by the contractor during construction. This amount will be the delta between the temporary storage and the current fuel in the tanks. This delta is estimated at approximately 13k gallons.
Question #22 Response - Indicates that the secondary pipe should be steel as listed in 2.4.
Spec Section 23 10 00, Para. 2.4.D. Indicates that fiberglass reinforced plastic (FRP) is allowed for use as secondary containment pipe. We priced for that because it is substantially cheaper than welded steel joints.
ANSWER: The VA does not take exception to this approach, pending submittal review after award for compliance with specifications.
Question #31 Response - Indicates the slab thickness is 24" per detail 1/S-101.
I do not think 24" is adequate for a 20,000 gallon tank. The plans show 24" for the building perimeter's thickened edge but there is no detail or dimension for the highlighted below (see picture) which is what the question was asking. This is the same question asked in Question #23 but it appears the reviewer misinterpreted it. In that response, there was notion that it would need to be designed and submitted for review from a Structural Engineer.
ANSWER:
RFI 23 references the tank Saddle not the slab. The Slab at the tanks will be the uniform 24” thickness as noted.
The 24” slab is designed to PSRDM requirements for the blast consideration and to support the walls. The detail indicates the entire slab on grade is 24” thick. There is no thickened edge, the entire slab will be 24” SOG for the fuel farm.
